This position is located in the Division of Insurance and Research, Deposit Insurance and Risk Analysis, Financial Risk Management Branch, Banking and Regulatory Policy Section of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $270,000.
Duties
Serves as consultant and advisor to the most senior officials, including the FDIC Chairman, Vice Chairman, and other Board members, on all policy issues affecting the FDIC's insurance, supervision, and resolution activities, as well as the banking and financial services industries.
Directs and develops comprehensive analysis and studies on key policy, legislative, and regulatory issues facing the FDIC. Directs and manages intricate economic, financial, and policy analysis; reconciles diverse viewpoints on controversial issues; and develops recommendations for the most senior officials, including the FDIC Chairman, Vice Chairman, and other Board members.
Directs and manages the development and review of complex analyses, projections, models, and financial reports of FDIC supervised and insured institutions for use by senior officials in managing risks to the banking industry and the Deposit Insurance Fund (DIF); and, FDIC's financial condition and operations for use by senior officials in improving organizational efficiency and effectiveness.
Consults with executive-level management across Divisions to formulate recommendations on complex policy issues that affect the FDIC and banking and financial services industry, including on issues related to deposit insurance, the DIF, and the pricing of risks posed by insured institutions to the DIF.
Consults with senior leadership across Divisions to develop recommendations and analysis in support of regulatory and legislative initiatives that affect the DIF and banking industry, contributing to options papers, internal memorandums, rulemaking efforts, and legislative analysis.
Directs and manages the development of internal reports, external reports and publications, speeches, and congressional testimony.
Independently prepares and conducts briefings on complex and controversial matters and articulates findings and policy recommendations for the most senior officials, including the FDIC Chairman, Vice Chairman, and other Board members.
Serves as the primary liaison with other organizations within the FDIC, high-level officials at other government agencies, the banking industry, international organizations, and research and educational institutions on matters related to assigned area.
Supervises, directs and coordinates the work of the Bank and Regulatory Policy Section, which includes financial economists, policy analysts, and research assistants. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience 1: Experience in directing and managing consulting services to all divisions and offices on a wide range of internal and external issues to help senior officials manage risks to the banking industry and Deposit Insurance Fund (DIF); and
Technical Experience 2: Experience in managing economic, statistical and financial analyses and projections used to develop recommendations related to deposit insurance, risks banks pose to the DIF, and FDIC’s financial condition and operations; and
Technical Experience 3: Experience in collaborating with and advising senior management, including division directors, Board members, and the Chairman on key regulatory and legislative policy issues that have substantial significance to all banks, insured depositors and the financial services industry; and
Technical Experience 4: Experience in directing and managing the preparation of written materials for internal and external publication, including reports, rulemakings, speeches and congressional testimony delivered by the Chairman, Vice Chairman and other high-level officials.
