This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Travel and Relocation Division. The incumbent serves as the primary point of contact and expert Program Manager on Federal Travel Regulations (FTR) and administers the agency's travel program through the development of policies and procedures to support domestic and international travel.
Duties
Supervises a travel team in the coordination and administration of a comprehensive domestic and international travel and program.
Consults with Federal agencies and industry personnel to support an agency's employee relocation program.
Applies expert knowledge of Federal Travel Regulations (FTR) to administer the agency's travel program through the development of policies and procedures for domestic and international travel.
Serves as a project leader on Corporate-wide implementation of new travel related products and services.
Coordinates audit responses of DFC travel and/or travel audit functions.
Monitors program operations and changes in regulatory requirements to assess the need for new or enhanced policies, procedures, and operations.
Develops design management procedures to ensure that flights, accommodations, transportation, financial reimbursable, and guest traveler receivables are correct, timely and well executed.
Oversees coordination with foreign embassies to obtain visit requests and visas for foreign travel associated with official business.
Manages the country clearance process for agency personnel.
Conducts travel briefings, and ensures ongoing coordination with DFC's Office of Security, Continuity and Emergency Preparedness.
Communicates organizational needs; oversees employee performance; provides guidance and support; identifies development needs; and manages relationships to ensure that employees have what they need to accomplish the mission in an accurate and timely manner.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to lead a team to support an agency's domestic and international travel program; experience coordinating with foreign embassies to ensure required visit requests and visas are issued for foreign travel; managing country clearances; providing expert guidance regarding Federal Travel Regulations (FTR) to agency customers and stakeholders; providing input to the development of agency policies and procedures; communicating with Federal agencies, private industry personnel, and security personnel to keep abreast of industry trends; and providing comprehensive services and information to ensure the safety of agency employees.
Note: Education is not substitutional at this grade level.
