This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in competitive service.
About the Position: Position is located in the US Army Acquisition Support Center (USAASC) and is included within a specialty series that involves Civil Rights Analysis. Positions involve factfinding, analysis, writing, research, and application of civil rights principles to identify and solve problems.
Duties
Investigates areas of discrimination, conducts a high degree of analysis, and proposes solutions to complex problems.
Writes and reviews portions of major research reports produced by the Inclusion, Diversity, Equity, and Accessibility (IDEA) Office within the Direct Reporting Unit (DRU).
Conducts research on the impact of current laws and governmental policies in the field of civil rights.
Conducts research designed to clarify, identify, or resolve civil rights problems and issues and make findings, conclusions, and recommendations.
Designs and implements outreach, training, and education strategies to support Office of Civil Rights (OCR) compliance and enforcement efforts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) travel may be required 25% of the time.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the GS-11(NH-02) level in the Federal service which includes: 1) Researching civil rights issues and problems, 2) Familiarity with Equal Employment Opportunity (EEO); and 3) Effective oral and written communication skills and experience with presentations.
