This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Director of Partner Relationship Management for Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA(DE&C)) on all aspects of Security Cooperation (SC).

Duties

Responsible for execution of administrative and personnel management responsibilities related to the directorate, including conducting hiring, assigning work to subordinates, writing evaluations, and ensuring Equal Employment Opportunity (EEO). Determines work requirements and types of jobs needed, assigns duties to positions, prepares draft job descriptions, and reviews and approves final job descriptions. Assists employees in preparing career plans; develops or participates in the development of work performance standards. Maintains management-employee communications by resolving complex problems and assisting employees in improving their performance. Promotes acceptance and adherence to provisions of such programs as Federal Women's Program, Reasonable Accommodations, Labor-Management Relations, and other similar special emphasis programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a Top-Secret security clearance requiring a drug test.
  • A one-year Supervisory probation period is required unless previously served.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This is a Critical Acquisition Position. 4 years of acquisition experience are required.
  • This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 4 years of entrance on duty.
  • This position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service. Specialized Experience: One year of specialized experience equivalent to the GS-13 (NH-03) level in the Federal service which includes: 1) Providing assistance to leadership on matters related to Army security; 2) Following directives to create presentations, training aides and other documents to aid in engagement with various audiences; and 3) Ensuring correspondences are appropriately written and legally sufficient.
