The primary purpose of this position is to serve as the Data Management Division Chief and Deputy Chief Data Officer to the USSPACECOM/J6 Director. Employee manages, plans, prioritizes, leads/directs the work of the division, and is an authoritative representative on highly technical and specialized Command, Control, Communications, and Computer data and analytics (C4).
Duties
As the Data Management Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of commandwide data management functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees.
Serves as the Deputy Chief Data Officer; directs, manages, and leads pioneering efforts in developing advanced theories, innovative applications, new scientific principles, and solution options (ex., material, non-material, and policy alternatives) for C4 shortfalls.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Partners and liaisons with DOD Agencies, COCOMs, Joint Staff, interagency executives, and international government agency officials. Recruits, cultivates relationships, and motivates government agencies, private sector corporations, and international partners to aid USSPACECOM's supported or supporting roles.
Represents the Command at the highest levels of DOD, JCS and other agencies. Establishes, develops, and maintains effective working relationships with other USSPACECOM Divisions, Directorates, and Component-level organizations.

- A Bachelor of Science degree from an accredited institution in mathematics, computer science, statistics, one of the physical sciences, engineering, or a closely-related scientific discipline is highly desired. An advanced degree(s) is preferred.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, +IOR for the 1560 Data Science series.
BASIC REQUIREMENT
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive professional knowledge and mastery of scientific methods and technics of operations research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature. Extensive knowledge and mastery of research techniques and concurrent knowledge of C4 programs, data architectures, principles, and concepts associated with command and control big data analytics, machine learning, AI, cognitive science for current and future strategic offense and defense and cyber forces to obtain information concerning subject studies to perform sound analyses. Knowledge of advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives and to formulate new polices which have broad and/or long-range impact on major DoD big data and analytics, machine learning, AI and cognitive science programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community; and skill in executing data management activities to include data governance structure.
2. Knowledge and skill in a broad range of DOD or private sector C4 systems, data, big data analytics, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities.
3. Advanced skill in analytically articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert ability to negotiate and defend findings and gain executive support for new program concepts; Knowledge of cybersecurity principles and operational impacts of cybersecurity lapses.
4. Skill to lead advanced study teams composed of industry, government, and academic experts; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints; Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
5. Skill to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
6. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
