The primary purpose of this position is to serve as a Branch Chief within the Data Management Division, Digital Superiority Directorate (J6), USSPACECOM. Employee manages, plans, prioritizes, leads/directs the work of the branch, and is an authoritative representative on data governance, analytics, analytic technology portfolio management, and other related analyses
Duties
As a Branch Chief within the Data Management Division, plans, organizes, and oversees the activities of the assigned Branch, ensuring compliance with legal and regulatory requirements, and customer needs are met.
Exercises supervisory personnel management responsibilities.
Represents the Branch and/or Data Management Division with a variety of functional area organizations.
Serves as a data superiority transformation/change agent for USSPACECOM.

- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing
Program.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
- Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident
testing.
- Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
- Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
- A Bachelor of Science degree from an accredited institution in mathematics, computer science, statistics, one of the physical sciences, engineering, or a closely-related scientific discipline is highly desired. An advanced degree(s) is preferred
- May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
- This is a Supervisory Position, a 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-1560 Data Science Series.
BASIC REQUIREMENT OR INDIVIDUAL REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. NOTE: You must submit a copy of your transcripts with your application.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major field of study (30 semester hours), plus additional education or appropriate experience. NOTE: You must submit a copy of your transcripts with your application.
AND
SPECIALIZED EXPERIENCE: Applicants must meet the basic requirements and have at least one (1) year of specialized experience to the GS-13 (or higher) grade level or equivalent pay system (may have been obtained in the Federal service, military, or private sector). Specialized experience includes knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community; and skill in executing data management activities. Knowledge and skill in a broad range of DOD or private sector C4 systems, data, big data analytics, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities. Skill to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community; and skill in executing data management activities.

6. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
