Located within the Central Iowa VAHCS, the primary purpose of this position is to provide Health Care aid at the Health Care System VISN and facility levels. The position is responsible for delivering a broad array of health care services throughout the Medical Center, and it's various locations that provide in patient care, such as but not limited to the living centers.

Duties

Major duties listed but not limited to: Able to provide care for a group of patients/residents of varying ages assists inpatients/residents and families in adhering to infection control principles throughout the facility. Provides a range of personal care as needed to include bathing, toileting, hair and nail care, and dressing in personal clothing while maintaining privacy and dignity of inpatient/resident. Assists as needed with eating, drinking, positioning/ turning, ambulating, transferring, and escorting inpatients/residents. Performs a range of clinical support duties, which include taking, recording vital signs and reporting deviations to the RN. Performs a complete range of treatment procedures that include: applying simple and complex sterile dressing, assists with inpatient/resident examinations and performs simple treatments such as hot and cold soaks, hot and cold packs, topical medications, foot soaks, sitz baths, etc. Assists with inventory management and ordering of supplies, placing stock as provided by SPD in appropriate storage areas, rotating stock on shelves, replenishing, and removing/replacing outdated items if needed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-02 position you must have served 3 months at the GS-01 level. For a GS-03 position you must have served 6 months at the GS-02 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-02: You must have 3 months of general experience equivalent to at least the next lower grade GS-01 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using standardized processing principles, procedures, equipment, and supplies for the purpose of infection control; replenishing medical supplies; disinfect room between patients and proper use of chemicals and techniques in order to disinfect; provide escort service for discharge patients; provide all linen needs; and to assist nursing service during a patient response call for help. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed the high school level or equivalent. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess a combination of education and experience. Equivalent combinations of successfully completed high school education and experience may be used to meet total experience requirements. I understand that my total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-2 level of the occupation being filled and the total of the two percentages must equal 100 percent to qualify. Specialized Experience GS-03: You must have 3 months of general experience equivalent to at least the next lower grade GS-01 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience operating and maintaining equipment used for patient care on transfers, handling and movement; experience applying medical center and nursing services policies, procedures and clinical practice guidelines; experience observing and determining differences in physical and psychological effects of aging or physical and mental impairments to communicate issues to nursing and medical staff; utilizing computer programs such as CPRS, BCMA, VISTA, TMS and Microsoft Outlook. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of education above the high school level that included study in medical, health, or related fields. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess a combination of education and experience. Equivalent combinations of successfully completed one year above high school level education in medical, health or related fields and experience may be used to meet total experience requirements. I understand that my total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-3 level of the occupation being filled and the total of the two percentages must equal 100 percent to qualify. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
