This position is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA), Veterans Transportation Services (VTS), Ambulance Service, in the Central Iowa Health Care System (Des Moines, IA) with an emergency room, acute care or urgent care clinic, or other similar departments performing basic and advanced life support procedures. This position performs technical duties as a Supervisory Paramedic (Basic and Advanced Life Support Services).

Duties

Duties Include but not limited to: The Supervisory Paramedic will oversee/monitor all aspects of the Ambulance Services Program (ASP). Evaluates procedures/techniques of patient care for compliance with emergency medical service protocols. Plans the work of the ASP employees, setting and adjusting both short and long-term priorities and goals. Creates, adjusts, and approves ASP employee schedules as well as reviewing and approving leave requests in accordance with VA policy and ASP workload needs. Prepare forecasts of funds needed for equipment, materials, and supplies of the ASP. Provide advice on emergency medical service care, system delivery, and on the interpretation and application of policies, regulations and directives. Develops, implements, and/or recommends organizational policy, planning, and procedural initiatives related to Ambulance Services. Supervisory Paramedic interviews candidates for ASP positions and recommends appointment, promotion, or reassignment to such positions. Act as a liaison to the EMS community and Ambulance Service Program Medical Director, and track ambulance transport statistics. Responds to on-site accidents and other emergencies involving injury and illnesses, sometimes encountering situations which may be life threatening. Supervisory Paramedic makes an independent preliminary assessment of the condition and selects from a variety of prescribed protocols the one that is considered appropriate under the given circumstances. Operates the emergency transport vehicle and uses telephone and radio communications equipment and systems. Incumbent shall have skill and familiarity with emergency and patient transport vehicle characteristics to safely operate the vehicle under adverse weather and/or traffic conditions to provide emergency and patient transportation. Work Schedule: Supervisory Paramedics may work rotating shifts, including holidays, and are subject to occasional recall to maintain adequate coverage of the Emergency Department and ambulance service 24 hours a day, 7 days a week. Mandatory overtime may be required due to run times that may extend beyond normal scheduled work hours. Compressed/Flexible: Not Authorized Virtual: This is not a virtual or remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Certification/License Requirements: To be eligible, Supervisory Paramedics shall possess and maintain current Basic Life Support Provider certification. Incumbent shall maintain certification as a National Registered Emergency Medical Technician (Paramedic). Incumbent shall possess and maintain current Advanced Cardiac Life Support certification. Incumbent shall possess a valid and unrestricted state drivers license. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsibility for overall management and supervision of the emergency patient transportation and Ambulance Service Program (ASP) for a medical center; developing, coordinating, and implementing programs, budgets, policies, regulations and emergency response procedures; serving as a technical advisor to management on all matters pertaining to emergency medical services and ambulance transportation matters; evaluating the work performance of subordinates and creating performance standards. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
