This position is located in the Environmental Management Service (EMS), Veterans Health Administration Medical Center at the VA Medical Center in Minneapolis, Minnesota. The primary purpose of the position is to direct and coordinate the administrative, operational/planning activities internal and external to the service, help oversee the budget, and conduct comprehensive staffing/organizational analyses of EMS (final authority resting with the Service Chief).
Duties
Major duties and responsibilities include, but may not be limited to:
Personnel Administration and Management
Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals.
Drafts disciplinary and adverse actions, special leave requests, performance and incentive awards related to employee and labor relations issues within the Service, final authority resting with the Chief.
Discusses, investigates and responds to employee grievances and dissatisfactions to resolve conflicts.
Represents management at labor/management meetings, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
Assists with personnel administration including knowledge of personnel operations, position classifications, grievance procedures, performance standards, functional statements, scopes of practice and disciplinary action.
Budgeting/Financial Management
Develops the need for and maintains an awareness of available resources, and makes recommendations to EMS management regarding needs, distribution or redistribution of these resources.
Gathers and analyzes budget needs of EMS and initiates all phases of budgeting within administrative requirements.
Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses.
Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include BA, small business, Javits-Wagner-O'Day Act, and mandatory sources.
Procurement/Contracting
Manages procurement and contracting for the organization.
Serves as primary Contracting Officer Representative (COR) for Regulated Medical Waste Disposal, Solid waste disposal, recycle waste disposal, pest control, and uniform contracts exceeding $25,000, and any additional EMS contracts for services, and multi-year service contracts that may be necessary for operational functionality.
Manages contracting and procurement for small procurements that require varying approaches.
Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors.
Prepares and reviews purchase order for supplies and non-expendable property such as equipment. Sets up and maintains systems to control purchasing and use of supplies.
Administrative Management
Manages and coordinates all administrative aspects of the Service. As such, is responsible for developing both long and short-range policies and plans for EMS by coordinating the administrative needs of the organizational units for which accountable.
Provides formularized planning direction and is responsible for submission of EMS Business Plans and supports the submission of various reports.
Responsible for the development and implementation of policies and procedures for the Service, as well as recognizing the need for new policies and brings such policies to the attention of the Chief.
Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Administers space and equipment programs specific to EMS requirements.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:00am - 3:30pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: strategic planning, budget preparation, five-year plans, public relations, management of a managed health care program; and the ability to develop, evaluate, and adjust organizational structures and management systems. Ensuring needs of each section are met; performing various supervisory duties, such as assigning work and personnel management functions; developing long- and/or short-range policies and plans for an organization. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of 36 hours.
