This position is located at the Fort Snelling National Cemetery in Minneapolis, MN. Incumbent serves as Administrative Officer at Fort Snelling National Cemetery Complex and the five satellite locations, supporting management in meeting the goals and objectives of the National Cemetery Administration and the Midwest District.

Duties

The incumbent independently supervises a diverse group of employees providing technical and administrative supervision for 15 authorized FTE, specifically but not limited to (1) GS 11 Budget Analyst, (1) GS 11 Program Analyst, (4) GS-9 Program Specialists, (1) GS 11 Supervisory Cemetery Administrative Specialist, (8) GS 7 Cemetery Administrative Specialists. The incumbent also oversees the efforts of 2 volunteers. The incumbent performs the administrative and personnel management functions relative to staff supervised, has supervisory duties to include, but not limited to, assign and prioritize work for the administrative staff, supervise workload such as all budgetary related matters, burial applications, establish eligibility for burial, manage office operations, have extensive contacts with funeral home directors and staff, contacts with veterans and family members, provide advice to all staff, counsel and or provide instruction to employees on administrative matters, hear and resolve complaints and grievances from employees and/or other interested parties and referring more serious complaints to cemetery director; effect disciplinary actions ranging from verbal or written counseling, admonishment, reprimand, proposed suspension and proposed removal. Responsible for positive recognition for employees regarding performance, suggestion and other awards; recruit and interview qualified candidates for positions in the administrative section, make selections, initiate promotions or reassignments in the administrative section, approve leave and timecards, responsible for employee development and identifying training needs using Individual Development Plans and other methods and arrange for necessary training; is the Volunteer Coordinator and works closely with volunteers at the cemetery assists the Cemetery Director and the Assistant Cemetery Director in training of management trainees, in the absence of the Cemetery Director and the Assistant Cemetery Director will be designated acting director with full authority to implement and carry out administrative and field operations. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS 12 based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with personnel management, budget management, and office administration providing advice and assistance to managers and staff personnel process and procedures; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; conducts studies to collect data. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary in nature, however, standing, walking, bending, stooping, and lifting of administrative records, registers and other small items is required by the position. Work is performed in both an office setting and field setting with exposure to outside weather conditions. May require occasional travel to various NCA conferences and other national cemeteries for training purposes. Public contact may be held away from the worksite for after hour meetings. Work is performed for the most part in a properly heated, lighted, and ventilated office setting with common office sounds of typing, conversational voices, and ringing telephones. Assignments may require visits to the field and maintenance shop areas. Selected applicants will be required to complete an online onboarding process.
