As an Attorney-Advisor in the Office of the General Counsel, Office of Personnel Management (OPM), you will provide legal advice and representation on significant and important issues primarily relating to OPM's procurement function, but also on appropriations/fiscal and other issues.
Duties
The Office of the General Counsel (OGC) seeks an attorney-advisor to join its dynamic, high-performing team to lead OGC's procurement law efforts and to serve as a key advisor to the General Counsel, OGC leadership, and other agency leaders on those efforts. The attorney-advisor will also provide advice and counsel on appropriations/fiscal issues.
The incumbent provides expert legal and strategic advice for contracting and financial professionals, executives, and other agency officials on a wide array of contract and fiscal law related matters.
The incumbent serves as a lead procurement lawyer for the agency, including performing the following duties:
Serves as the lead attorney for bid protests at the Government Accountability Office and for contract disputes at the Civilian Board of Contract Appeals.
Provides litigation assistance to the Department of Justice on bid protests and contract disputes at the Court of Federal Claims.
Coordinates with the Office of Procurement Operations in implementing the guiding principles for the Federal Acquisition Regulations System, and reviews procurement and contract documents for legal sufficiency.
The incumbent also serves as a key legal advisor on issues related to procurement and fiscal law by performing the following duties:
Reviews and provides technical assistance on proposed legislation, regulations, Executive Orders, Presidential Memoranda, and other proposed governmentwide policy documents that implicate issues related to procurement or fiscal law for OPM.
Provides legal advice related to oversight inquiries from Congress, the Office of Inspector General, and the Government Accountability Office.
Provides legal counsel to the Office of the Chief Financial Officer and other agency offices on questions related to the availability of appropriated funds, budgeting, and financial management, including, but not limited to expenditures, obligations, apportionments, reprogrammings, and transfers from OPM''s annual appropriation, revolving fund, and various trust fund accounts.
The incumbent also represents OGC on internal boards and committees, develops and mentors other attorneys to practice in the procurement and fiscal law areas, and builds effective relationships with senior staff across the agency, at the Office of Management and Budget, and with procurement and fiscal law attorneys throughout the government.
The duties above may be shared by more than one attorney-advisor. In addition, the incumbent may be called upon to perform other duties as assigned outside the areas of procurement and appropriations/fiscal law.
Qualifications
Basic Qualifications
Applicants with post-Juris Doctorate (J.D.) legal work experience as a practicing attorney, such as a judicial clerkship or in general law practice, must have:
A J.D. from a law school accredited by the American Bar Association;
Active membership, in good standing, of the Bar of a State, territory of the United States, or the District of Columbia; AND
To qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-14 level in the Federal service, plus the demonstrated ability to perform, with very wide latitude for the exercise of independent judgment, work of outstanding difficulty and responsibility in one or more practice areas outlined above and demonstrated leadership and exceptional attainments. For the GS-14 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-13 level in the Federal service.
Preferred Qualifications:
The following qualifications are also preferred:
Litigation experience, particularly in the areas of bid protests and/or contract claims;
Substantial experience supporting programs that conduct interagency acquisitions;
The ability to provide excellent customer service and exercise sound judgment and decision-making in challenging situations;
Strong oral and written communication skills;
High competence in legal research and analysis, including the ability to effectively integrate and synthesize facts and law to make legally sound decisions, including in short timeframes;
The ability to work both independently and as a team member in a demanding environment;
Willingness to consider diverse perspectives and ability to navigate changing circumstances;
Ability to effectively manage multiple work assignments and competing priorities concurrently; and
Ability to develop and maintain collaborative working relationships, both within and outside OGC.
