The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Duties

1) NH-02 Salary range of $59,304 - $93,275 for Redstone Arsenal, AL (includes 20.95% locality) unless regulatory or statutory rules prevail. 2) NH-03 Salary range of $86,001 - $132,945 for Redstone Arsenal, AL (includes 20.95% locality) unless regulatory or statutory rules prevail. As a OPERATIONS RESEARCH ANALYST at the NH-1515-2/3 some of your typical work assignments may include: NH-03 level duties: Independently develop and maintain cost models capable of providing credible cost estimates across the life cycle of their program. Independently choose appropriate cost estimating and analysis methodologies. Independently develop Work Breakdown Structures, data collection plans, Contract Data Requirements List, Data Item Descriptions, and cost reporting award fee criteria for all new contracts. Independently develop Independent Government Estimates (IGEs), assist in development and review of Cost Analysis Requirements Descriptions (CARDs). Independently develop and maintain a Joint Cost Model with the Lead Service(s) to support the Missile Defense Agency transition of systems. Independently develop the cost estimates presented in resource baselines for the Baseline Execution Reviews and Missile Defense Accountability Report (MDAR). Archive cost reports in the DOC library, obtain monthly Contract Performance Reports and annual Cost and Software Data Reports. The overall responsibilities of the NH-02 position are substantially the same as the full performance duties (covered above) with the following exception: The incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform duties in at the full-performance level.

  • The position requires Acquisition Workforce Level Practitioner Certification in Business- Cost Estimating prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

Qualifications

You may qualify at the NH-02/03, if you fulfill the following qualifications: For the NH-02 A. One year of specialized experience equivalent to the NH-02/GS-05 grade level in the Federal service as listed below: Experience with knowledge of cost estimating, including: cost data collection and normalization, development of Cost Estimating Relationships (CERs), cost methodologies, and the corresponding ability to exercise responsibility for weapon system cost functions. Education maybe substituted for experience at the NH-02 level. B. One year of graduate level education or superior academic achievement; OR C. A combination of education and experience as listed in A and B above. For the NH-03: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience with knowledge of cost estimating, including: cost data collection and normalization, development of Cost Estimating Relationships (CERs), cost methodologies, and the corresponding ability to exercise overall responsibility for weapon system cost functions. Note: There is no substitution of education for specialized experience at the NH-03 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirements

Basic Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified

Superior Academic Achievement (SAA)

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.

    Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
