This Supervisory Public Affairs Specialist position GS-1035-14 is located in the Office of the Under Secretary for Benefits Veterans Benefits Administration, Office of Communication in Washington, DC. The Office of Communications manages a variety of significant, complex public relations and Veteran's casework functions in support of the Office of Under Secretary for Veteran Affairs. The incumbent will supervise subordinate staff and employee's work relating to developing, coding, and analyzing.
Duties
Serve as the primary point of contact for VBA business lines on business matters relative to VBA communication content.
Integrate all legislative proposals and specific regulatory/procedural changes as needed for successful implementation of VBA's communications vision.
Develop communication plans, goals, and objectives with implementable operations/tactics for new and existing programs
Lead and participate in all phases of organizational and management activities
Provide executive level oversight for the integration and life cycle management of communication and business processes to ensure viable support is available to sustain the business line programs.
Review position structure of the organization and work assignments for subordinate positions for propriety and to assure that positions are established to provide optimum balance between economy, efficiency, and skills utilization.
Recommend ways to improve productivity or conserve manpower resources by realigning resources or work assignments.
Conduct management surveys, program evaluations and training visits to field stations to assist in improving operations, communications, and to identify areas where program directives require modification
Implement appropriate methods of securing required information and develops data from surveys, discussions with operating officials, legislative directives, policies, etc.
Forecast reaction to departmental efforts and designs information program to meet specific and operational conditions.
Track performance data and evaluate sentiments to measure successes and failures to assist with and identify the appropriate communications methods

Specialized Experience:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS 13) in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as: (1) Experience developing, implementing, and managing an enterprise-wide digital technology program that includes managing web development and design, editorial, information architecture, data transparency, social media, and digital technologies to present Agency information to the public; (2) Experience with theories, techniques, and methodologies of product and project management, to ensure optimum utilization of assigned resources; (3) Experience with digital engagement processes to plan, design, develop, deploy, and manage a variety of digital communications platforms; (4) Experience planning, directing, and evaluating work of subordinate employees, and/or others; (5) Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled; (6) Experience with digital media management, including the latest technical developments to evaluate the effectiveness of digital platforms for engagement goals and best practices in the management of content, to disseminate timely information to a variety of audiences; AND (7) Experience using analytical and evaluative methods to plan and coordinate activities, present recommendations, provide advice and guidance, present briefings, write reports, draft policies, and procedures, and lead/participate in meetings.
There is no option to Substitute education for experience at the Grade Level GS-14.
