This position serves as the Healthcare Risk Management Program Manager at the Phoenix Service Unit in Phoenix, AZ. This position covers inpatient, ambulatory care, and emergency areas. Incumbent provides advisory services to the Director of Healthcare Risk Management, Chief Quality Officer, Service Unit Management Staff, Executive Management Staff and Governing Board.
Duties
Manages an organization-wide annual patient safety risk assessment based on culture of safety survey results, analysis of patient safety reports, targeted proactive risk assessments, and tracer activity findings.
Develops an annual Patient Safety Plan to address identified risks, track corrective action plans, and promote a culture of safety. Seeks approval of the plan from the Quality Council.
Manages the annual patient Safety Plan, collaborating with leaders and staff throughout PIMC to meet the objectives of the plan to ensure that goals and priorities are effectively addressed throughout the year.
Traces clinical and non-clinical processes and systems throughout PIMC to identify potential risks to patient safety, areas of non-compliance to regulatory and accreditation standards, and opportunities to improve.
Qualifications

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications for the GS-12 grade level stated below.
MINIMUM QUALIFICATIONS:
GS-12 Level: At least one (1) full year of professional nursing specialized experience (equivalent to the GS-11 grade level) such as; Manages an organization-wide annual patient safety risk assessment based on culture of safety survey results, analysis of patient safety reports, targeted proactive risk assessments, and tracer activity findings. Develops an annual Patient Safety Plan to address identified risks, track corrective action plans, and promote a culture of safety. Seeks approval of the plan from the Quality Council.
SELECTIVE PLACEMENT FACTOR: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration.
Must possess and provide a copy of current Certified Professional in Patient Safety (CPPS) by the Institute for Healthcare Improvement (IHI) or Certified Professional in Healthcare Quality (CPHQ) by the National Association for Healthcare Quality (NAHQ)
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
