Duties

The F-16 SPO is looking for avionics integration technical experts in support of current and future aircraft sustainment, modification, and modernization programs. This position will serve in the F-16 Engineering Modernization Branch as a technical expert for avionics hardware integration across the F-16 portfolio. Amongst others, current F-16 modernization efforts include: IRST pod integration, integrated EW solutions, radar improvements, mission computer overhauls, secure mission data systems, advanced weapons integration, etc. Broadly speaking, candidate will be responsible to generate requirements, validate contractor testing, review qualification artifacts, implement OMS strategies, and conduct airworthiness /risk acceptance processes throughout the acquisition life cycle. Specifically, candidate shall provide expertise in the development of System Requirements Documents for avionics hardware requirements (to include performance, interface, environmental, EMI/C, etc). Candidate shall advise on generation of PWS/SOW/SOO/etc. and generate CDRL listings (to include supporting DIDs). Candidate shall be capable of chairing design reviews to include SRR, PDR, CDR, TRR, and have a thorough knowledge of the modification management process as described in AFI 63-131. Candidate shall have a working knowledge of OMS and associated requirements and provide expertise to system architects where necessary. Candidate shall have a working knowledge of airworthiness processes and is expected to generate certification basis, compliance reports, and technical briefings. It is desired that candidate have systems modeling experience and can aid in the digital engineering transition of the F-16. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Engineering Positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Experience would include directing and providing technical review of the planning, test conduct, evaluation, analysis and reporting of various test programs.Also, the incumbent must manage the technical efforts with the support equipment, airborne testbeds (as it relates to Electronic warfare), and the Modeling and Simulation verification and validation processes. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. BASIC QUALIFICATION REQUIREMENTS: (All Grade Levels) Candidates for these positions must possess: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. KNOWLEDGE SKILLS AND ABILITIES: Professional knowledge of electronics engineering concepts, principles, methods, techniques, and standard practices to perform a wide range of assignments involving many different and unrelated engineering processes and methods associated with installation, operations, and maintenance projects. Knowledge of electronics engineering sufficient to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet project requirements related to computer software/hardware and automatic test equipment. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
