Duties

The F-16 SPO is looking for a candidate to be the Lead Systems Engineer over the F-16 ACE/VENOM project working with DARPA, WAC, and vendors to create an F-16 based test platform focused on maturing AI & Collaborative techniques to potentially be implemented in future aircraft. Will be responsible for all System Engineering and Integration activities on ACE/VENOM such as oversight of AI SW development and integration, requirements definition in collaboration with WAC, overseeing vendor hardware implementation, coordination of architecture with the overall F-16, ICD definition, OSS&E, Airworthiness, and Test activities. Serves as technical lead responsible for all systems engineering activities required for ACE/VENOM and/or the design, development, production, test, and support of ACE/VENOM. Leads/coordinates all activities of the assigned Mechanical, Harness Design, Software, and Cyber engineering personnel. Develops technical/engineering and test/verification plans which specify the objectives and means to fulfill mission and/or system requirements. Applies appropriate systems engineering discipline and broad engineering knowledge in interpreting and flowing-down capability needs/requirements, evaluating design approaches/trades, and test/verification and production strategies to delivery of operational capability within limitations imposed by life cycle cost, schedule, and performance priorities, to include and support requirements. Ensures successful integration of subsystems into functional operational systems. Evaluates technical risks, makes independent technical decisions and/or recommends sound technical options to optimize system performance to best satisfy operational needs and product support objectives. Leads technical planning for new VENOM developments. Evaluates contractors' technical proposals. Represents the organization with all levels of management, including functional counterparts, HQ AFMC,DoD, other federal agencies, industry partners and academia.   • Must possess a Bachelor’s Degree in Electrical, Computer or Software Engineering from an institution with an ABET accredited engineering program.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position may be designated as an acquisition position covered by the Acquisition Professional Development Program (APDP).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Engineering Positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Experience would include directing and providing technical review of the planning, test conduct, evaluation, analysis and reporting of various test programs.Also, the incumbent must manage the technical efforts with the support equipment, airborne testbeds (as it relates to Electronic warfare), and the Modeling and Simulation verification and validation processes. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. BASIC QUALIFICATION REQUIREMENTS: (All Grade Levels) Candidates for these positions must possess: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. KNOWLEDGE SKILLS AND ABILITIES: Professional knowledge of electronics engineering concepts, principles, methods, techniques, and standard practices to perform a wide range of assignments involving many different and unrelated engineering processes and methods associated with installation, operations, and maintenance projects. Knowledge of electronics engineering sufficient to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet project requirements related to computer software/hardware and automatic test equipment. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
