This social worker is a supervisory social worker with full authority and responsibility for the Homeless Programs at VACCHCS, Fresno, CA. Services are provided in community settings and in the medical center. The incumbent supervises staff on day-to-day functioning of the Homeless Program.

Duties

The incumbent is responsible for planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the staff in the homeless programs. He/she ensures the Social Workers and all staff supervised are aware of and adhere to all current directives of VHA, and meet current JCAHO standards, State licensure standards, CARF, and VCARE. The incumbent conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by all governing bodies. The incumbent also provides direct clinical services. Major duties include, but are not limited to: The supervisor is responsible for day-to-day management and operational aspects of the Homeless Program. The incumbent provides leadership, guidance, and coordination of staff following the mission/vision of the VA Central California Health Care System and program direction of the Social Work Service. Conduct, evaluate, and coordinate the execution of the program (this may include coordination of day-to-day staffing schedules, coordination of staff productivity, coordination of program/staff efficiency, coordination of program/staffing cost effectiveness, coordination of quality performance, outcomes and/or coordination of clinic effectiveness and clinic productivity). The incumbent is expected to review program analysis and provide appropriate assessments of the outcomes and make recommendations as needed. The incumbent also assists in the development and implementation of follow-up systems to track completed tasks or other issues of concerns relating to the Homeless Program, which may include case management, contract or procurement, fiscal billing, payment, control points, resource allocation, Advise the Assistant Chief of Social Work on the goals, objectives, and needs of the program. The incumbent may be responsible for networking with a variety of programs both within the Medical Center and/or with a variety of community organizations (such as, City of Fresno officials, Fresno County officials, Homeless Coalition members, non-profit agencies, VA Central Office officials, and management staff of small and large corporations). Ensures bio-psychosocial assessments, treatment plans, and other clinical documentation are completed on veterans referred to the Homeless Programs Work Schedule: Monday through Friday 8:00 AM to 4:30 PM Telework: Not available Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. References: VA Handbook 5005 Part II Appendix G39 The full performance level of this vacancy is 13. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Physical demands of the work are generally minor and are generally sedentary in nature but may require occasional travel. Physical activity involves sitting, standing, walking, bending, stooping, climbing stairs, and carrying light items such as papers, books, or other supplies. The incumbent uses a computer and standard office equipment to complete tasks. Position requires walking throughout the clinic and the Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
