The supervisory social worker acts with full authority and responsibility for the Homeless Programs at VACCHCS, Fresno, CA. Services are provided in community settings and in the medical center. The incumbent supervises staff on day-to-day functioning of the Homeless Program, which treats a variety of clinically challenging patients who have serious and persistent medical or psychiatric/substance abuse concerns.

The incumbent is expected to review program analysis and provide appropriate assessments of the outcomes and make recommendations as needed. The incumbent also assists in the development and implementation of follow-up systems to track completed tasks or other issues of concerns relating to the Homeless Program, which may include case management, contract or procurement, fiscal billing, payment, control points, resource allocation, Outreach, inspections, trouble shooting, coordination of Stand Downs, and all other events as applicable to Homeless Programs, and actively participates in conference calls for Homeless Programs. The incumbent supervises a group of employees performing work at various levels and provides administrative and technical supervision necessary for accomplishing the work of the program. He/she exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. The incumbent plans work to be accompanied by employees under his/her span of control, setting and shifting priorities and schedules to the mission requirements of VACCHCS as it applies to the management of the Homeless Program. The incumbent establishes guidelines and performance expectations for staff. He/she observes workers' performance; demonstrates and conducts work performance critiques. The incumbent provides informal feedback and periodically evaluates employee performance. He/she resolves informal complaints and grievances. The incumbent develops work improvement plans, recommending personnel actions as necessary. He/she provides advice and counsel related to work and administrative matters. Advises, counsels, and instructs employees on both technical and administrative matters; interviews candidates for positions in the section; recommends appointments, promotions, and reassignments; resolves problems and referring serious matters to the next higher level of management or source of resolution. Work Schedule: Monday through Friday 8:00 AM to 4:30 PM Recruitment Incentive (Sign-on Bonus): May be authorized for highly qualified applicants. Permanent Change of Station (Relocation Assistance): Not Authorized Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: Not available Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development References: VA Handbook 5005 Appendix G27 The full performance level of this vacancy is GS-13. Physical Requirements: Operation of a motor vehicle is required. Physical demands of the work are generally minor and are generally sedentary in nature but may require occasional travel. Physical activity involves sitting, standing, walking, bending, stooping, climbing stairs, and carrying light items such as papers, books, or other supplies. The incumbent uses a computer and standard office equipment to complete tasks. The emotional demands can be stressful in working with the Veteran/Patient population and their families/caregivers. A level of self-awareness is essential. Position requires walking throughout the clinic and the Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
