This position is located in the Department of Homeland Security (DHS), Office of the Secretary/Chief of Staff (OS/COS). The primary purpose of this position is to serve, in a developmental capacity, as a Protocol Specialist within the Department of Homeland Security. Non-BU: This is a non-bargaining unit position.

Duties

As a PROTOCOL SPECIALIST, GS-0301-11/12, your typical work assignments may include the following: Executes logistical support for protocol activities, including but not limited to preplanning courtesy calls, security clearance coordination and confirmation, site preparation, seating arrangements and flag displays to ensure distinguished guests are accorded all honors and courtesies due to individuals of their rank/status. Provides personnel with bio-data on visitors, schedules, reporting times/places, and any changes in plans. Attends the function and oversees all aspects to conclusion. Qualifications

To qualify for the GS-11 grade level you must possess one year of specialized experience, equivalent to the GS-09 grade level in Federal government, performing duties such as: 1) knowledge of policies and procedures, priorities and commitments to fully apply protocol concepts and direct protocol activities; 2) able to accurately communicate and advise subordinate elements of the office; 3) knowledge of various programs and the personal views of the organization to permit the orderly planning of agenda that is responsive to the needs and interests of their staff and visiting dignitaries. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. AND To qualify for the GS-12 grade level you must possess one year of specialized experience equivalent to the GS-11 grade level performing duties such as: 1) knowledge of the elements of protocol and etiquette, including those concerning military, civilian and foreign dignitaries to plan official ceremonial and social events, provide assistance/advice to others; 2) Knowledge and ability to communicate and advise orally and in writing in order to brief high ranking VIPs; initiate correspondence, memorandums and itineraries for the visiting dignitaries. 3) Skill in planning, directing, organizing, managing, communicating, and coordinating a variety of details to effectively arrange and orchestrate large ceremonial and social functions, briefings, and conferences. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
