This position is in the Office of Field Operations Military Records Research Center (out based duties at (a) National Archives and Records Administration , Washington DC, College Park MD, and Suitland, MD locations and the National History and Heritage Command , Washington, DC, (b) the Air Force Historical Research Agency Maxwell, AFB, (c) and the United States Special Operations Command (SOCOM) at MacDill AFB, FL, and reports to the Supervisory Program Analyst OFO.

Duties

.Specific duties include: Through the direction of the Supervisory Program Analyst (Classified Research Operations Chief), the incumbent will serve as a subject matter expert on the classified research operations team. Classified research operations team members are accountable for the day-to-day administration of activities related to the formulation, development, recommendation, promulgation, implementation and tracking of military records research for the purpose of reconstructing activities and events of units and individuals who participated in hazardous and dangerous operations, including those activities that are classified and sensitive. This also includes the analysis and verification of toxic exposures and the existence of combat stressors to facilitate claims adjudication. Serves as the expert on research methodology and processing for post-traumatic stress disorder (PTSD), agent orange, and other health related disability claims. Also serves as an expert consultant and advisor to the Supervisory Program Analyst (Classified Research Operations Chief) reference highly visible, complex, and enduring issues concerning the delivery and application of Veteran benefits. Advises the Supervisory Program Analyst (Classified Research Operations Chief) and Program Manager (Director) reference the application of methodologies and techniques of program analyses and historical research related to the development of Veteran benefit claims. Identifies areas of research and analysis, original studies, and recommendations for change objectives. Incumbent is expected to anticipate the organization's needs based upon policy. Serves as the expert on research methodology and processing for post-traumatic stress disorder (PTSD), agent orange, and other health related disability claims. Also serves as an expert consultant and advisor to the Supervisory Program Analyst (Research Operation Chief) reference highly visible, complex, and enduring issues concerning the delivery and application of Veteran benefits. Advises the Supervisory Program Analyst (Records Research Operations Liaisons) and Program Manager (Director/Assistant Director) reference the application of methodologies and techniques of program analyses and historical research related to the development of Veteran benefit claims. Identifies areas of research and analysis, original studies, and recommendations for changing objectives. Incumbent is expected to anticipate the organization's needs based upon policy. Coordinates with records personnel in Federal agencies responsible for maintaining official records/database/document repositories in researching requested materials. Performs classified research and onsite oversight and coordination of research operations with various federal archive facilities and sends and receives requests to/from various federal agencies using secure methods of communication such as Secure Internet Protocol Router Network (SIPRNet). Provides guidance and direction to the Program Specialist in relation to classified research operations. Responsible for the coordination of administrative activities related to records research. Monitors operating programs and activities supporting records research - proactively manage tracking processes that ensure research request are addressed in an effective, systematic and timely manner within the Department. Develops procedures and protocol for the formulation, development, recommendation, promulgation, and implementation of military records research for the purpose of reconstructing activities and events of units and individuals who participated in hazardous and dangerous operations. Follows records retention guidelines for accessibility and uses knowledge of policies and regulations to include 38 United States Code, 38 Code of Federal Regulations, and M21 to effectively manage records research. Serve as Contracting Officer Representative as needed. Performs other duties, as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/02/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: In addition to the experience required for a GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-9 level) in the normal line of progression for the position. Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes. Education Substitution: Ph.D. or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree orLL.M., if related GS-12 Grade Level: Specialized Experience: In addition to the experience required for the GS-12, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Regional Office. GS-13 Grade Level: Specialized Experience: In addition to the experience required for the GS-13, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-12 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Regional Office.
