About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.

Duties

Provides a full range of procurement analyst services. Independently performs all aspects of contracting oversight, review, and assistance to provide responsive and timely support to customers. Develops guidance materials to explain regulatory and policy changes. Provides procurement analyst services, oversight, and support for procurements involving highly specialized, enterprise, and/or complex contracts. Performs reviews and analysis of procurements involving complex contracts. Analyzes, evaluates, and reviews procurement programs and issues. Prepares and/or consolidates special and recurring reports. Analyzes acquisition statistics. Leads teams through procurement management review process. Conducts development of contracting Corrective Action Plans. Represents Mission and Installation Contracting Command (MICC) and advises higher headquarters as well as subordinate offices, management and staff on procurement issues and policy. Promotes customer understanding of MICC functions and operations. Communicates ideas, proposed innovations, and lessons learned that will enhance overall efficiency and effectiveness of MICC operations. Provides relevant and timely acquisition support to U.S. Army Headquarters Mission and Installation Contracting Command, Senior Contracting Officials, and all Mission and Installation Contracting Command contracting offices. Maintains liaison with assigned subordinate commands, activities and HQDA to provide timely information of emerging policies or requirements. Independently performs all aspects of contracting oversight, review, and assistance to provide responsive and timely support to customers. Prepares of the draft and final reports. Reviews may be of a broad, general nature, such as a SCO Oversight Review, Procurement Management Review, or of a specific subject matter nature. Prepares and presents MICC staff position on proposed publications and directives, to include development of policy guidance implementation plans for Acquisition Reform Initiatives. Resolves complex problems not directly addressed by existing regulations, or which require a decision by higher authority because of significant management considerations. Initiates, develops, reviews and evaluates MICC contracting policies, procedures and guidance on various procurement issues, such as Government facilities, commercial contracting, and source selection.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Formerly Senior Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty
  • Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.

Basic Requirement for Supervisory Procurement Analysts Team Lead: Degree Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees (MUST SUBMIT TRANSCRIPTS SHOWING DEGREE COMPLETION DATE). OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience equivalent to the NH-03 grade level in the Federal service which includes. Specialized Experience: One year of specialized experience that includes: 1) Reviewing a range of contract actions and contract types from simplified to high-dollar, complex or controversial contract actions for compliance with acquisition statutes, regulations and policy; 2) Providing advice, guidance and recommendations for resolution of complex acquisition problems; 3) Conducting research, analyzing data, and identifying trends to implement efficient contract solutions; 4) Analyzing regulatory and acquisition policy changes to develop internal guidance, and 5) Developing and implementing solutions to ensure contracting mission accomplishment.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). This position is subject to a base salary control point equivalent to GS-14 step 10 ($99,908-$129,878). The total salary range for this position is $117,891 to $153,256. If the incumbent's salary currently exceeds the stated salary control point the incumbent's salary control point will be set at the incumbent's existing salary.
