Serves as a Lead Telecommunications Engineer within Grounds Systems Integration Branch of the Launch Services Program (LSP) Office, located at Vandenberg Space Force Base (VSFB). LSP is based out of Kennedy Space Center but has a Ground System Integration Branch Engineer representative at VSFB and the work involves video, voice, and networking systems.
Duties
Serves as the Vandenberg Space Force Base (VSFB) recognized engineering expert, technical authority, and technical advisor/consultant to contractors, other government agencies, and the commercial sector for video, voice, and data systems.
Plans and establishes overall outline for design and development of proposed telecommunications technology, hardware components, systems, and supporting equipment such as electronic measurement and instrumentation systems.
Performs communications engineering function for assigned missions within NASA’s Launch Services Program (LSP).
Serves as expert consultant to other communications engineers in the application of technology to provide communications solutions to the LSP. Maintains expertise on a wide variety of applicable technology for possible deployment within the Program.
Plans and coordinates projects in unexplored areas where there is little or no theory so new techniques and approaches are needed. Develops, reviews, and provides recommendations for project requirements, expected results, and budgetary estimates.
Provides engineering design and development consultation and system assessments for telecommunications systems and subsystems.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Applying engineering principles and practices in designing ground communication systems such as networking, radio frequency (RF), video, telemetry, fiber optic transport, or voice systems;
Formulating engineering requirements, installing, and operating a ground communications product or system; and
Providing technical subject matter expertise in the testing and evaluating of ground communication systems.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
