Duties
Serves as a Contracting Officer's Representative (COR) or alternate-COR for contracts.
Analyzes operational data related to DVR services and develops customized reports and spreadsheets to present the data and corresponding analysis.
Designs and conducts internal and other assessments and studies that provide a framework for comparing DVR services to other organizations.
Ensures timely cost recovery for services provided in order to maintain sufficient operating funds and positive end of balance.
For new initiatives/programs being proposed, the incumbent develops corresponding budgetary requirements and justifications.
Serves as the primary advisor to the Supervisory Business Specialist on a broad range of business-related matters affecting the effectiveness, efficiency, cost and cost recovery, and type of support services provided by DVR to the NIH community.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

- Must obtain (within the timeframe established by the supervisor) and maintain a Federal Acquisition Certification in Contracting (FAC-C) Level III certification throughout the duration of employment in the position.
Qualifications
You qualify at the GS-13 level, if you meet the following qualification requirements:You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: provides recommendations on development of innovative business strategies and plans; analyzes program performance data to identify issues and make recommendations for improvement; conducts cost-price analysis on potential program acquisitions; monitor project and contract activities for programs; AND coordinate program acquisitions activities with other organizations.
