This position is located within the Dental Service at the Cheyenne VA Healthcare System (CVAHCS) in Cheyenne, WY. The position supports the Dental Chief with the organization, methods, fiscal budgets, subordinate staff, equipment and service contracts, and data analysis.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Develops policies, standard operating procedures and creates memorandums of understanding; Makes recommendations to management strategies and methods for accomplishing functions; Plans, Manages, and executes the budget; Gathers information and analyzes changing needs, workload, supply utilization, contracted services, staffing, and equipment; Maintains control and oversight of all program fund control points; Develops and implements policies and procedures; Develops strategic plans; Establishes and executes performance plans, policies, procedures, and operational plans; Assists the Chief of Dental with all union contract agreements, labor law, and HR policies; Participates in accreditation readiness rounds, training, inspections, and the Compliance Committee; Oversees all HR actions; Serves as the back-up timekeeper; Performs other duties as assigned Work Schedule: Monday-Friday; 7:30am-4:00pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Financial Disclosure Report: Not Required

Qualifications

To qualify for this position at the GS-9 level, you must meet one of the following: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes creating reports; coordinating and scheduling meetings; submitting requests/work orders; preparing timecards for submission and processing; resolving timekeeping issues; preparing requests for recruitment, promotion, reassignment, and disciplinary actions; and managing and balancing financial aspects of general fund control points and purchase procedures. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. NOTE: If you select this option, you must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify for this position at the GS-11 level, you must meet one of the following: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes acting as the Contracting Officer's representative for a group, service, or department; creating reports; coordinating and scheduling meetings; submitting requests/work orders; preparing timecards for submission and processing; resolving timekeeping issues; preparing requests for recruitment, promotion, reassignment, and disciplinary actions; and managing and balancing financial aspects of general fund control points and purchase procedures. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have successful completion three (3) full years of progressively higher level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. This education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountabilityComputer SkillsCustomer Service (Clerical/Technical)Flexibility IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires some physical effort and extensive travel throughout the healthcare system. The work is performed primarily in an office setting with adequate lighting and a climate-controlled environment.
