This Administrative Officer position is located at Cheyenne VA Healthcare Systems. The incumbent provides primary executive level advice and assistance to the Chief of Surgical Service. The incumbent performs duties and special functions in planning, organizing, guiding, controlling the assigned clinical and administrative programs, develops and recommends administrative policy affecting the Surgical Service employees and contract providers.

Duties

This Adminstrative Officer GS 9 Target GS 11 vacancy is a developmental postion. The incumbent's responsibilities encompass a complete range of issues from rather routine administrative actions to complex issue involving organizational components. The work involves gathering information, identifying and analyzing issues, developing criteria, and making recommendations to resolve substantive problems of effectiveness, efficiency and productivity, of mission-oriented Surgery interdisciplinary programs. Work requires the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Administrative Management Duties will include but not limited to: Operationally manages all the administrative functions of each element of the Surgical Service Line. Reviews and analyzes memoranda, regulations and policy statements issued by VA, VHA, VISN 19 and CVAHCS and will direct the implementation of revised policies and procedures ensuring compliance with the directives. Coordinates administrative matters that cross organizational lines and ensures an open communication between services while addressing several issues for which the incumbent has specific administrative oversight responsibilities. Oversees all clinic profiles and collaborates with the facility CPM and GPM to ensure adequate profile times are allocated to each provider per VHA directives. Control point official approver for the Surgical fund control points and is responsible for implementing and managing several contractual agreements that provide service to veterans and staff. Incumbent is a certifying official for invoices presented by vendors. Plans/formulates/implements budget requirements for the Surgical Service line. Ensure that process improvement projects are coordinated appropriately and that best practice results from pilots are implemented as widely as possible to assist the service and the healthcare system. Performs all other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS 9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls; Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems; Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond an equivalent combinations of successfully completed graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) For GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Combinations of successfully completed graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
