The Administrative Officer (AO) position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Cheyenne VA Healthcare System (CVAHCS) in the Dental Service Line. The Administrative Officer supports the Dental Chief with the organization, methods, fiscal budgets, subordinate staff, equipment and service contracts, and data analysis. The incumbent is also responsible for all human resource management for the Dental Service line.

Duties

Duties include, but are not limited too: Provides Administrative Support to the Chief of Dental with solution of management problems. The incumbent is responsible for planning, managing, and executing the budget for Dental. Responsible for all human resource management for the Dental Service line. Knowledge and understanding or the organization and the skills to deal with highly complex situations. Gathers information and analyzes changing needs, workload, supply utilization, contracted services, staffing, and equipment. Provides the most complex deliberations and decisions by conducting various analyses, performing data interpretation, and developing recommendations to assist in the resolution of a full range of financial management. Responsible for all program administration, including development and implementation of policies and procedures, competency progr am, education and training, staffing, space utilization, supply management, and equipment inventory. The incumbent exercises administrative judgment to prioritize the activities of the Dental service line, reviewing and assigning tasks to each area, maintaining follow-up and reviewing the final product. Develops long-range strategic plans and short-term operations plans for Dental. Establishes and executes performance plans, policies, procedures, and operational plans to achieve these goals. Responsible for reviewing departmental policies and procedures, recommending changes, and keeping official documentation up to date with goals, objectives, plans, and outside regulations and requirements. Incumbent is responsible for preparing selected reports in an accurate and timely manner. Ensures quality assurance issues pertaining to the service are documented and appropriately resolved. Responsible for the oversight of all Dental staff in regard to monitoring their overall needs and ensuring all staff are following the proper rules and regulations of the VA. Ensure all TMS courses are completed timely along with OPPE's, FPPE's and onboarding of new employees. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. N You may qualify based on your experience and/or education GS-9 as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles of hospital and health care administration, including an understanding of the carious health care system, strategic planning process, organizational behavior, financial management, and analysis techniques to predict staffing needs based on workload; knowledge of budgeting concepts and procedures, including the understanding of the principles of the cost benefit analysis, cost accounting techniques and methodologies for forecasting various trends; ability to Identify, analyze, and resolve problems and situations such as workflow, work distribution, staffing, individual and group performance, organizational structure, space design, patient safety, infection control, employee safety, resourcing, and equipment, contracting, and unique customer needs; ability to identify and utilize appropriate guidelines, VHA directives, policies when identifying problems and issues to make a sound logical decision; knowledge of VA, Joint Commission, Health Care Systems regulations, standards, policies and procedures in order to advise on an interface the clinical and administrative function; ability to consistently meet deadlines, be flexible and prioritize workload independently; incumbent is also responsible for all human resource management for the Dental Service line. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (in excess of the first year or 18 semester hours) to meet total experience requirements. You may qualify based on your experience and/or education for the GS-11 grade level as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Physical Requirements: The work requires some physical effort and extensive travel throughout the healthcare system. Incumbent may also be required to travel by car or plane.
