THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for aT5 JOINT OPERATIONS CENTER TECHNICIAN , Position Description Number PDT5312000 and is part of theSC J3, South Carolina National Guard.

Duties

This position is located in the Joint Force Headquarters, Joint Operations Center (JOC). The JOC manages Federal, state and public related tasks in response to any level emergency. The JOC operates on a 24 hour/7 days a week rotating shift basis monitoring and carrying out duties which include: overall mission status of an armory or base and its assigned units, installation security, initiating emergency procedures, Crisis Action Team notification, and other duties critical to the conduct of the mission. Through authority granted by the Adjutant General, employees are empowered to act independently, coordinating with the Adjutant General and his staff, in order to accomplish the mission or meet the emergency response. Work involving supervising or performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization.

AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. This position is open to Area 1 Only. Please note that applicants outside of these categories may not be considered. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. GENERAL EXPERIENCE: (All positions except Reporting Stenographer, Shorthand Reporter, and Closed Micro-phone Reporter)--Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: (All positions except Reporting Stenographer, Shorthand Reporter, and Closed Micro-phone Reporter)--Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. CONDITIONS OF EMPLOYMENT & NOTES: 1. The incumbent of this position description must have, at a minimum, a completed National Agency. 2. Irregular and overtime hours may be required to support operational requirements or contingencies. 3. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Education

Substitution of Education for specialized experience: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
