DCSA's Center for Development of Security Excellence (CDSE) is seeking a Course Manager to serve as the security content SME for the assigned security content area/security specialty in the facilitation of CDSE training, products & services. This is an excellent opportunity for those with expert knowledge & application of a wide range of Personnel Vetting principles, and experience developing & maintaining Personnel Vetting training & education.
Duties
The position is located in the Defense Counterintelligence and Security Agency's (DCSA) Security Training Directorate, under the Center for Development of Security Excellence's (CDSE) Background Investigations Training (BIT) Division's Investigator Training Branch located in Slippery Rock, PA.
As a TRAINING SPECIALIST you will be responsible for the following duties:

Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 11/06/2023. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Apply background investigations policy and procedures to analyze, design, develop, evaluate, and update curricula;
Interpret and apply policy changes to existing training and products and/or programs.
Technical proficiency with applications for developing and delivering training;
Technical proficiency with systems used to process background investigations;
Oral/written communication skills, to include public speaking.
Specifically you will be evaluated on the following competencies:

4. Education and Training Technology
Identify, evaluate, and leverage emerging and existing technologies that provide rigorous, relevant, and engaging education for instructors and learners.
5. Communication
Experience communicating policies, regulations, and management directives to employees, supervisors, and/or other pertinent individuals both verbally and in writing.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
