This position serves as Supervisory Training Specialist (Security, Branch Chief) for Background Investigations Training within the CDSE of the Defense Counterintelligence Security Agency (DCSA). Primary responsibilities include leading an exceptional team of instructional staff, ensuring the successful execution of the initial investigator training program, maintaining compliance with the Background Investigator National Training Standards and Federal Law Enforcement Training Accreditation.

  • Incumbents assigned to the CDSE’s Training Divisions operated from Linthicum are required to obtain and maintain Security Fundamentals Professional Certification,
  • Security Asset Protection Professional Certification, and Security Program Integration Professional Certification within 24 months of assuming the position.

Qualifications

This position has a Basic Requirement for the 1712: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. For Community College of the Air Force GS-1712 positions only:Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Practical application of Background Investigations principles, policies, procedures and systems; Leading and coordinating the analysis, design, development, implementation, and assessment of training products and/or programs; Interpreting and applying policy changes to existing training and/or products; Leadership skills, supervising daily operations, leading employees, overseeing teams and project management as well as employee development, administrative actions, performance management, counseling, conflict resolutions, staffing, resourcing, budgeting, strategic planning; Interpersonal and oral/written communication skills, to include public speaking. Specifically you will be evaluated on the following competencies: 1. Technical Competence Describe your level of knowledge and practical application of experience with OPM/NBIB/DCSA Background Investigations principles, policies, procedures, and systems. Please include the number of years of experience you have working in OPM/NBIB/DCSA Background Investigations. 2. Curriculum Development Describe your experience analyzing, designing, developing, implementing, and assessing training products and/or programs or experience establishing and directing accomplishments of short- and long-range goals and objectives to assure attainment of training goals and objectives. 3. Education / Training Program Administration Describe your experience interpreting and applying policy changes to existing training and/or products. Please include the frequency in which you have overseen, facilitated and evaluated the delivery of training and instruction and describe the manner of training you have led and/or coordinated (such as In-Person Instructor Led, Virtual Instructor Led, Facilitator, Mentoring, Coaching etc). 4. Manages and Organizes Information Describe your experience being independently responsible for day-to-day operations, including initiating actions necessary to correct problems and/or accommodate unique situations. 5. Communication Describe your experience communicating background investigations policies, regulations and management directives to employees, supervisors and/or other pertinent individuals both verbally and in writing. Please include how you ensured clear and concise communication considering the audience, nature of information and how you provided appropriate responses to questions.

Substitution of education may not be used in lieu of specialized experience for this grade level.
