This position is for a Program Specialist for in office of the Deputy Associate Director for Patient Care Services for the Central Alabama Veterans Health Care System. The incumbent provides primary support for the day-to-day functions of Nursing Service and is directly accountable to the Deputy Associate Director of Patient Care Services

Duties

Major duties of this position include, but are not limited to, the following: Managing the administrative function including personnel management, records management, control and requisition of supplies and acquisition of equipment. Provides comprehensive resource allocation information regarding service line fund control points and supports decisions involving organizational funds. Makes appropriate recommendations to top management based on data analysis and findings of projects assigned. Assists DADPCS/ADPCS in preparation of a variety of daily, weekly, monthly and annual reports. Responsible for maintaining the schedule of action items and due outs along with scheduling meetings on behalf of the DADPCS or ADPCS. Maintains a complete source of comprehensive manpower, space, and equipment data to support efforts to establish, review or modify resource requirements. Contract Officer Representative (COR) functions, including but not limited to preparing procurement requests, evaluating proposals, performing as a COR for procurements and/or maintaining procurement and contracting records. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday, 07:30 AM to 04:00 PM or 08:00 AM to 04:30 PM. Includes travel to Community Based Outpatient Clinics (CBOC) and both main campuses as needed Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience managing projects and developing programs with responsibility for data collection, management, and reporting and experience developing policies, reports and correspondence; Experience utilizing Federal law, regulations, handbooks, directives, policies/ memoranda, Joint Commission Standards, internal Medical Center memoranda, policies, and standard operating procedures; Works with clients and customers, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Program management experience with oversight of personnel, administrative data processing, budget, and management systems and procedures; Develops initiatives using a wide range of qualitative and quantitative methods for program improvement and effectiveness; designs and develops dissemination and training materials, local standard operating procedure (SOP), coordination, planning, implementation, and training for service and facility staff; identifying trends and opportunities for improvement. You will be rated on the following Competencies for this position: Administrative and Management Critical Thinking Leadership Decision Making Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary because it does involve sedentary work but also involves frequently moving throughout the medical center to support the administrative staff, represent admin needs etc. Therefore, some slight physical effort may be required and must be able to function under pressure.
