The Southern Arizona Health Care System is currently recruiting multiple Medical Administrative Specialists to work in the Health Administration Service in Tucson Arizona. The incumbents assume control of communications in accordance with the local facility disaster plan in the event of national, local, civil disasters or emergencies. The incumbents serve as the facility administrative subject matter experts during non-business hours.
Duties
Duties include but are not limited to the following:
Knowledge of the principles, concepts, policies, and objectives applicable to a program or administrative
area.
-Analytical ability, judgment, discretion, and knowledge of a substantial body of
administrative or program principles, concepts, policies, and objectives.
-Knowledge of management's objectives, goals, decisions, and policies. Knowledge of general principles
of management and of the practices, techniques, and objectives of supervision. General knowledge of
Federal and department personnel management policies and practices.
Knowledge of medical center organization, functions, specialties, and programs, i.e., Social Work,
Nursing, Laboratory, Radiology, etc. Knowledge of medical resources in surrounding community.
Knowledge of medical and technical terminology.
-Knowledge of applicable public laws, VA policy and regulations, station directives, legal decisions, and
state laws dealing with care and treatment of veterans and beneficiaries, admissions, discharges,
humanitarian admissions and processing, scheduling, inpatient and outpatient policy, community care
resources, procedures and coordination activities, domiciliary care, sharing agreements, legal detention,
beneficiary travel, patient funds and valuables, death details procedures and burial benefits, compensation
and Pension activities, medical and dental benefits, procedures, eligibility, and related matters.
Knowledge of VA requirements for computer access and security to assist staff. Ability to locate and
interpret all applicable regulations. Thorough knowledge of all aspects of Medical Administration Service
programs and knowledge of how they interrelate to all other medical center services and programs.
-Knowledge of public laws governing VA and states served by medical center in matters of judicial
hospitalization, issuing warrants, Workman's Compensation, reimbursable hospital insurance, liability of
third parties, and other medical legal matters. Knowledge of commitment laws and proceedings in the
state and other neighboring jurisdictions so that required actions are taken without violating patients'
rights.
-Knowledge of medical and administrative records systems; of Privacy Act and Freedom of Information
Act, as they relate to release of information on patients.
-Knowledge of Veterans Integrated Health System Architecture, and the various other computer programs
that interface with it (BMS, EDIS, etc). Knowledge of all computer menus relating to processing data for
admission and determining legal entitlement of veterans to benefits and to menu for outpatient
scheduling. Knowledge of VSSC and the various data sources to be able to extract information and create
statistical reports. Knowledge of various Microsoft Office products, Pyramid analytics to extract
information from VSSC, and other data sources at the Health Eligibility Center to make decisions on
enrollment. Knowledge of computer procedures to assist staff in troubleshooting problems and issues
while on duty.
-Knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans
and procedures, of emergency plans for work areas throughout the medical center.
-Ability to assume role
of incident commander during an emergency that may include weather, a toxic environment, major
disruption of services, or an active threat including shootings, bomb threat or other terrorist acts.

Ability to triage a situation effectively to determine next actions in coordination with NOD, MOD and VA police.
-Ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good
judgment.
-Ability to adapt to situations quickly, precisely, and accurately.
-Ability to cope with wide
variety of problems and to resolve them quickly and decisively. Skill in exercising initiative and
originality.
-Ability to deal with variety of individuals with tact. diplomacy and empathy.
-Ability to interpret and
explain VA policies to house staff, patients, employees, and others.
-Ability to present self in a
professional attitude and to create positive impression as management's representative.
-Ability to identify and analyze complex problems or situations with a range of variables.
-Ability to complete assigned projects, studies, narrative 3:11d statistical reports, reviews in a thorough, accurate, and timely manner.
-Ability to explain and organize complex issues in writing.
-Available to be recalled on an emergency basis to maintain administrative support for off-tour patient
care.
-Knowledge of analytical tools and methods to be able to interpret information and make
recommendations on improvement in the systems covered.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization or GS-07 if being considered for the full performance level. Examples of specialized experience would typically include, but are not limited to the following: provide technical and administrative guidance necessary relating to the care and treatment of Veterans and eligible beneficiaries to achieve optimum use of available resources, as well as appropriate referral or transfer to other facilities/resources.

Physical Requirements: The work requires significant movement throughout the Healthcare System with the occasional requirement to lift objects such as suitcases, clothing, or medical charts. Work is typically performed in an adequately lighted and climate-controlled office. May required occasional travel. Work is accomplished in a busy, generally congested office area. The HOS routinely goes to most sections and buildings, including offices, clinics, wards, laboratories, and the morgue.
