Duties
The HCO, Performance and Compensation Management Center (PCMC) is seeking an experienced professional to serve as a Human Resources Specialist with responsibility for performing analyses to develop new techniques and establish new criteria or approaches/methods for program improvement and implementation; and managing and evaluating indebtedness, compensation, and/or performance management programs. The incumbent:
Developing, administering, coordinating, advising, and consulting with customers on performance management, compensation, and/or incentive programs including the Student Loan Repayment Program.
Provides advisory services to management officials and develops agency-wide guidance material on updates and implementation of methods and procedures for improving performance management, and/or compensation program operations.
Develops, modifies, and maintains one or more human resources programs, projects, or studies. Plans and coordinates intra-agency participation and assesses progress towards HR and agency goals.
Drafts, reviews, and/or revises related agency policies and standard operating procedures.
Participates in task forces, surveys and/or study teams to gather and interpret information and data for assessing complex problems and to determine accuracy of current systems, orders, and directives.
Assists in complex studies and projects in human resource functions involving program development, evaluation, and/or operations and identifies ways to improve or enhance current HR programs to ensure services meet management's business objectives.
Performs other duties as assigned.
Qualifications
You must have one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-11 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:
- researching and applying regulations, policies, guidelines, and other statutes and legal authorities concerning pay administration and indebtedness;
- interpreting and providing advice and guidance related to indebtedness, performance management, and/or compensation; and
- applying National Finance Center guidelines and polices to manage compensation and indebtedness.
