About the Position: Principal action officer responsible for assuring compliance with the provisions of the Occupational Safety and Health Act (OSHA) implementing directives.
Duties
Coordinates studies on projects for work operations for which safety standards/procedures must be applied for compliance with general industry standards and construction safety and health standards applicable under the provisions of the OSHA Act.
Assists in reviewing manuals proposed by New Orleans District for inclusion of safety procedures such as contained in the Code of Federal Regulations, National Fire Protection Association, and National Standards Institute.
Responsible for scheduling and conducting safety management evaluations of high-risk construction and operational sites located throughout
the New Orleans District.
Establishes control measures by isolation, substitution of less harmful substances, ventilation, use of protective equipment, etc.
Investigates accidents involving injuries and/or material damage to determine circumstances involved and the nature of injuries and/or
damages.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
- This position requires employees to wear head protection {in accordance to American National Standards Institute (ANSI) Z89.1} and steel toe
boots for feet protection during site visits for long periods of time.
- This position requires the employee to be able to obtain and maintain a Professional Certificate for completing the American National Standards
Institute (ANSI) accredited program within one year.
- Temporary travel (TDY) up to approximately 30% of the time may be required.
- Appointment to this position may be subject to a one-year probationary/trial period.
- This is an obligated position to which an employee has statutory restoration rights or entitlement.
Qualifications
Management has the discretion to fill this position in multiple ways:
1. Position may be filled as a temporary promotion or temporary detail NTE 1 year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition. Temporary detail may be made permanent without further competition.

2. Position may be filled as a Term appointment NTE 2 years if the candidate is not a current permanent Army employee (i.e., military spouse, 30% veterans can be filled as a Term appointment). Term appointments may be extended up to a maximum of 8 years including the first year. Appointment may be made permanent without further competition.

Specialized Experience: One year of specialized experience which includes 1) organizing and evaluating safety and occupational health related programs; AND 2) recommending and implementing measures that minimize the exposure of employees to injury and the possibility of serious damage to property; AND 3) reviewing and/or developing safety programs or guidelines for positions in a maintenance, military, or industrial work environment (GS-11).

Time in Grade Requirement: Time-In-Grade requirement must be met by the closing date of this announcement. Applicants who have held a General Schedule (GS) Position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade GS-09 for the GS-11 and GS-11 for the GS 12 (or equivalent).
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
