Serves as the Commissary Contractor Monitor in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to Conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary.

Duties

At the target grade level the major duties are: Conduct quality assurance inspections and contractor surveillance. Provide comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approve or reject contractor's work schedule and checks work for quality and timeliness. Maintain the store's allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advise commissary or contracted order writers. Act as the commissary manager's representative during the night time hours to ensure government property is secure. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-4 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Conducting quality assurance inspections and contract surveillance duties specified commissary or retail grocery contract services. Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and or contractors in a retail setting to ensure proper inventory. OR Education: Four full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR Combination of experience and education: A combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages. Additional Requirements that must be met by the closing date: Physical requirements: Work includes long periods of standing, walking, bending, crouching, stooping, stretching, and reaching. Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package.
