The primary purpose of the position is to plan, coordinate and monitor all facets of contractor performance.
Duties
As a CONTRACT SURVEILLANCE REPRESENTATIVE, you will:
Performs surveillance inspections as established by the Chief, Campus Operations, which are based on contract clauses and conditions, contractor work schedules, and nature of work to be performed.
Analyzes data, determine deficiencies and document all contractor performance deficiencies.
Review and study contractor invoices against actual services received and assure that AFRH-G has not been billed for services not rendered. Upon completion of the review, the incumbent recommends approval or disapproval of payment for invoice.
Ensure contracting and resources execution complies with legal and regulatory requirements and meets organizational requirements and assure that all necessary clauses have been included.
Qualifications
Specialized experience for the GS-09 level is one year of experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service monitoring civil trade contractors performing maintenance/repairs.
Examples of qualifying experience could include:
Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning; OR
Identifying and using simplified acquisition/procurement services to support the Program Office mission; OR
Performing programmatic and acquisition-related pre-award and post award activities; OR
Ensuring compliance with the programmatic aspect of the Procurement Acquisition Lead Time.

You may substitute education for specialized experience as follows: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
You may qualify by a combination of experience and education. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of the education and experience listed above (1 and 2) in which the percentage of specialized experience and education totals to 100%. (For example: the completion of 50% requirements for a Master's degree and 6 months of specialized experience equivalent to the GS-07.)
