Duties
As an EQUAL EMPLOYMENT SPECIALIST at the GS-0260-13 some of your typical work assignments may include:
Serves as Diversity Program EEO Specialist responsible for coordinating with the Diversity EEO Manager (or team lead) to facilitate Strategic Implementation - implement the Diversity, Equity, Inclusion and Accessibility (DEIA) Strategic Plan and advance DEIA to achieve results that are observable and measurable.
Performs extensive research, barrier analysis and compile and develop reports and briefings that are inclusive of both qualitative and quantitative analysis.
Coordinates with the Diversity EEO manager, including preparation of development, planning and launching of initiatives for managers & supervisors, and employees to inform, educate and implement efforts aimed at advancing DEIA.
Conducts barrier analysis and assist with preparation of the Management Directive (MD) 715 report.
Assists the Agency with the Federal employment process relating to the outreach, recruitment, employee development/advancement, and retention of employees.
Develops surveys, gathers and analyzes data and provides management with recommendations to resolve issued identified in the surveys.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience providing advice, assistance, and counseling services to supervisors, managers, and employees regarding EEO policy.
Experience mediating conflict, in accordance with EEO policy, to ensure fair and expeditious resolution.
Experience developing agency-wide EEO initiatives.
Experience conducting inquires and reviewing investigative plans.
Experience developing surveys, collecting/analyzing data, and trend analysis, and providing management with recommendations to resolve issues identified in the surveys.
Experience managing EEO programs in accordance with Management Directive 715.
Experience developing, implementing, and monitoring the Management Directive 715 report.
Experience coordinating with human resources in the federal employment process with outreach, recruitment, employee development/advancement, and retention of employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
