This position is located in the Office of the Medical Center Director and functions as the Facility Revenue and Strategic Investment Officer.

Duties

The Supervisory Management and Program Analyst (Revenue Officer) serves as an integral part of the Office of the Director and provides operational support and expertise to the facility's Executive Leadership Team (ELT) and is integrally involved in policy and decision making as it relates to revenue and strategic investments. The incumbent works under broadly delegated authority utilizing specialized knowledge and skills pertaining to the healthcare delivery system and medical coding systems. The incumbent takes action to develop or modify objectives and boundaries of assignments as indicated and plays a critical influential role in organizational performance and excellence. Program Development & Analysis: The Revenue Officer serves in a consultative role to the Executive Leadership Team (ELT) providing guidance, recommendations, and monitoring in the implementation, management, and evaluation of VERA/MCAS and oversight programs ensuring compliance with required standards and/or criteria, special program funding, Unique Enrollment and classification, and documentation improvement. The incumbent executes responsibilities through complex statistical analyses, coordination, planning, administration, development, interpretation, delegation, and ethical judgement as it relates to clinical and administrative workload capture/documentation. Supervisory Responsibility: This position reports to the Medical Center Director and provides oversight to the Facility VERA Coordinator (GS-0343-12), one Clinical Documentation Integrity Nurse Manager (VN-IV), the Facility PCMM Coordinator (GS-0343-9) and the Facility Planner (GS-0671-12). The incumbent is responsible for managing their section, which includes, but is not limited to planning, organizing work, assignments, estimating costs, coordinating with staff and line management personnel, and conducting all phases of the work. The incumbent makes or approves selections for non-supervisory and supervisory subordinate positions and establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievance, makes recommendations for hiring, reassignment, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs. Administrative Duties: Conducts special organizational studies concerning workflow operations and forecasting of manpower, make vs. buy strategic analysis of new and existing programs, comprehensive analysis of CITC and the associated workload/VERA credit compared to in-house workload capture. Researches and investigates new or improved revenue enhancement practices for application to medical center programs or operations and ensures compliance with legislation and regulations governing the revenue process. Creates databases that support benchmarking of data including financial data, patient populations, and workload. The incumbent is responsible for the design and development of reports and databased translating data into meaningful management information which is made available to a wide variety of constituents, including oversight bodies and key stakeholders. These databases and special studies produce information that evaluate and analyze the effectiveness of programs in meeting established goals and objectives. Ensures comprehensive documentation regarding data produces. Managers in-depth reviews of the healthcare system to evaluate resource utilization, workload/cost reporting, conduct data validation activities and provides written reports on findings along with recommendations for improving program activities to executive leadership. Develops and implements policy on all aspects of the VERA program as well as other special funding and programmatic initiatives associated with strategic investment and re-investment, elicit cooperation and acceptance from executive management to manage and motivate and achieve results through subordinate staff, to apply business acumen to healthcare planning and project implementation, and to deal effectively with wide spectrum of administrators, clinicians, patients, managements officials, national programs, and congressional offices. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully and that is equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of planning, programming, regulations, guidelines and process with through knowledge of healthcare delivery, strategic planning, acquisition, and management processes; knowledge of advanced principles and practices related to the management of healthcare delivery systems; broad knowledge of management theory and practice, and healthcare facility management and operating programs, both administrative and clinical, and their inter-relationships and the ability to apply this knowledge to a wide range of complex situations and issues; knowledge in planning and developing new or modified management reporting systems and skill in organizing and delivering data management by producing reports nd displaying information in a variety of formats; skill in establishing and maintaining effective and cooperative work relationships; skill in training, facilitating, and managing multidisciplinary teams; and ability to recognize the intricacies of each clinical section and service and the motivations of various employees and groups in healthcare delivery systems and the aptitude to communicate effectively to gather information, present recommendations, and coordinate services. Physical Requirements: The work is generally sedentary with walking required during visits and tours of the Medical Center. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials. Working Conditions: The work environment involves normal everyday risks and discomforts of office settings. The work area is lighted, heated and ventilated. Coordination and participation in meetings and other community relations activities requires presence in a variety of in-house and off-station areas and facilities. The incumbent has access to office automation and computer equipment.
