Duties
This position serves as a Budget Analyst for the West Desert District.
Performs a full range of analytical, technical, and administrative duties related to formulating, executing, and monitoring a federal budget.
Extracts and analyzes data from a number of financial reports in order to identify needs, make projections, and ensure compliance with approved program and budget plans, etc.
Analyzes and executes Planning Target Allocations (PTA) and Annual Work Plan (AWP) allocations and program directives.
Prepares and assembles spreadsheets and other narrative and statistical material used to support budget recommendations and requests for current and out year budget exercise.
Tracks and monitors financial and program trends, analyzes, and interprets current and historic data; analyzes and compiles data to determine the most efficient and economic use of funding for program/project proposals.
Participates in efforts regarding long and short-range financial planning, budgetary authorizations, financial management system requirements, etc.
Provides budgetary guidance to managers, supervisors, and lower-level personnel regarding specific budgetary activities and recommended courses of action consistent with established budget/financial management policies, objectives, and regulations.
Reviews, interprets, and implements budgetary and financial management guidance.

Qualifications

To qualify at the GS-11 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Budget Analyst. Qualifying specialized experience includes: consolidating annual and mid-year budget estimates; analyze and evaluate financial and budgetary information; presenting or conducting budgetary trainings to management and/or staff; use personal computer equipment and automated software programs to create documents, reports, and spreadsheets to track budget.
OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is principally sedentary with a moderate amount of standing and walking.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
