The Supervisory Program Specialist position is within the Office of Information Security (OIS) and reports directly to the Deputy Chief Information Security Officer (DCISO), Information Security Programs and Logistics (ISPL).
Duties
The Supervisory Program Specialist will work closely with OIS Directorates under the Executive Directors in the coordination of the Office's internal communications, employee engagement, acquisitions, business administration and operations, resource management, and budget formulation and execution. The incumbent will also serve as the OIS liaison with the Office of Information and Technology (OIT) Program Management Office staff and other OIT Directors in the coordination of OIS executive support to the Chief Information Officer's vision and the Department's mission.
Duties and responsibilities of position include, but not limited to the following:
Directs and manages all contracting, logistics, and human capital management aspects for the Office of Information Security.
Participates in regular meetings with the human resources team to discuss potential staffing issues, and ensure all staff issues are addressed properly, efficiently, and judiciously, and keep track of progress until resolved.
Coordinates with the Program Management Office in the OIT to ensure inquiries directed to OIS are appropriately delegated and staffed within OIS and that OIS responses are timely and accurate.
Develops and participates in projects involving management and controls, administrative support activities, and cost reductions.
Develops a division level quality improvement plan to include, developing operating or tactical plans, formulation of and monitoring strategic goals, objectives, and making necessary adjustments to the plans in a very dynamic environment.
Manages and designs external engagements, partnerships, and collaborative activity to advance the interests of the Office of Information Security and achieve Departmental objectives. Develops partnerships with interagency, intergovernmental, and private-sector executives.
Provides advice and counsel to the DCISO on the futures analysis and external policy issues affecting the Veterans.
Prepares briefing packages, speeches, and presentation materials for OIS speaking engagements, Senate briefings, and congressional testimonies.
Serves as a strategist, trusted advisor, and business implementer, the incumbent streamlines OIS activities in meeting VA objectives and ensures efforts are based on OIS priorities.
Performs a wide range of analytical, technical, and advisory functions related to the federal budgetary process.
Evaluates and analyzes all fiscal integration activities which affect the OIS budget and associated program contractual and logistical requirements.
Assists the Deputy Chief Information Security Officer in analyzing funding requests and proposed plans and find alternatives if the projected results are unsatisfactory.
Works closely with OIS Executive Directors to ensure that resource allocations are appropriately justified, programmatically balanced, and administratively accounted for in a fiscally responsible manner
Works to identify problems and develop proposed solutions to management problems which are characterized by importance and severity.
Develops performance standards, plans work and deadlines, sets and adjusts short-term priorities, and evaluates work performance of subordinates.
Ensures that internal procedures, workflow, sequence of operations, and resources are allocated based on stated priorities. Monitor and evaluate efforts aimed at understanding and acceptance of VA policies and programs.
Work Schedule: Monday - Friday (8:00am - 4:30pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as overseeing the daily operation of the organization by planning work to be accomplished by subordinates; setting and adjusting short-term priorities; experience providing input for the development and refinement of the cyber budget, acquisition, and human resource operations and programs; defining and delivering metrics and briefings; providing technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues related to information security management. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires moderate level of physical activity including walking, climbing stairs, and conducting on-site evaluations. The position requires occasional travel.
