This position is located in the Office of the Program Executive Director, Program Integration Office (PIO) for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Program Specialist. The incumbent will serve as the EHRM-IO PIO's' Government Accountability Officer (GAO) and Office of Inspector General (OIG) Accountability Liaison Officer (GOAL).
Duties
Major Duties
Communicate positively between the departments and governments.
Provides technical advice and assistance to federal government agencies, state governments, counties, and municipalities.
Understands and applies cultural statutes, regulations, and principles.
Provides research and support for special interest projects.
Working with teams and collaboration with stakeholders.
Communicating effectively verbally and in writing.
Working with data analysis tools, information technology, and qualitative analysis.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that demonstrates a one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in understanding policy, regulations, and statutes while also having a familiarity with relevant laws, regulations, and compliance requirements, related to healthcare and government data. Work experience in auditing, investigative work, financial analysis, or program evaluation is preferred.

Physical Requirements: The work is primarily sedentary and in an office environment. The incumbent may lift and carry reference books, working papers, and similar items to and from conferences. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite.
