Duties
Serves as Chief, Electrical Protection and Interference Mitigation Branch, responsible to provide leadership, manage resourcing, offer mentoring and management of the assigned Branch and its personnel.
Ability to plan, organize, direct, lead, manage, coordinate, and monitor progress of various technology initiatives.
Serving in the development of technical strategies for the entire organization and assessing the architectural and technological approach of external programs.
The position requires a foundational knowledge of RF signal processing and systems / components as well as their utility in testing/developing RF communications devices.
Manages the full range of program planning, proposal writing, management – senior engineer coordination, execution and customer support within their assigned Branch.
Performs technical reviews and participates in the decision-making process, including providing well designed courses of action for significant expenditures to leadership.
Plans work to be accomplished by setting priorities and scheduling completion of milestones.
Responds to resource actions, capture and responds to customer queries on progress/status throughout the execution of programs.
Presents well authored briefings in multiple forums, both inside and outside the C5ISR Center.
Leads the development of proposals to further the RFC communications division mission.
Engages with auxiliary organizations for funding as required by the branch and division.
Responsibilities include leading a diverse multi-technology research, development and technology integration both within and across the branches of the Radio Frequency Communications Division.
Utilizes an extensive knowledge of Command, Control, Communications, Computer, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) technologies to establish relationships with stakeholders.
Manages all branch related systems, architectures, and practices to oversee efforts of a professional, technical, and administrative nature ensuring the workforce remains engaged in defining the direction for the branch.
Responsible for advocating and capturing resources when needed, reprogramming of budget resources, provides management oversight, and technical cooperative planning.
Plans branch efforts/deliverables to be accomplished within reasonable timelines by setting priorities, scheduling completion milestones, coordinating amongst subject matter experts within and external to the division.
Produces written and oral deliverables commensurate to the level of quality expected as a DB-04.
Utilizes an extensive knowledge of engineering/scientific theories, principles or practices in the execution of tasks.
Consistently communicates with leadership, senior engineers, peer Branch Chiefs and staff.
Works in concert with senior engineers, peer branch chiefs, and customers across the acquisition community to ensure maximization of funding, resources, and deliverables supporting the warfighter.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- The employee travels more than 25% of the time in a Temporary Duty (TDY) status. Subject to travel on short notice (i.e., less than 24 hours' notice).
- Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position requires Practitioner (formerly Level II) certification in Acquisition Career Field Engineering and Technical Management, or the incumbent must be able to obtain certification within 60 months of appointment.
- Supervisory and managerial probationary periods will be made consistent with 5 CFR 315. The supervisor probationary period for newly (promoted/selected) supervisors is two years unless previously completed.
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13 level) in the Federal Service which includes: 1) Manage multidisciplinary teams to ensure effective utilization of resources; 2) Oversee projects by developing concepts, courses of actions, and solutions to solve program issues; 3) Perform supervisory duties as a first-line supervisor such as performance management, workload distribution, overseeing production and setting priorities; 4) Direct a program to ensure achievement of milestones in accordance with cost, schedule, and performance objectives and 5) Coordinates programmatic actions, in conjunction with Senior Engineers, through the Division Chief for concurrence and approval.
In addition to meeting the Specialized experience above, you must also meet the education requirements below:
Basic Requirement for the following series 0801/0854/0855:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
Education
Basic Requirement for series 1301:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for series 1310:
A. Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
OR
B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
Basic Requirement for 1320:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
Basic Requirement for 1520:
A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
OR
B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
Basic Requirement for series 1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
