The AFRL Architecture Design Branch (RSAD) is seeking to fill multiple science & engineering (S&E) positions at Hanscom AFB in support of DAF Command, Control, Communications, and Battle Management (C3BM).

Duties

This job announcement will be accepting candidate submissions through 2 Nov 2023. The AFRL Integrated Capabilities Directorate, Architecture Design Integration and Evaluation Division, Architecture Design Branch is seeking to fill multiple interdisciplinary S&E positions at the DR-02, 03, and 04 grade levels (GS-12 through 15 equivalent). Vacancies to be filled at Hanscom AFB, Massachusetts will provide technical expertise and support to the Department of the Air Force (DAF) Command, Control, Communications, and Battle Management (C3BM). The AFRL/RSAD mission is to review current Department of Defense (DoD) architecture models and designs a migration path to a future state that enables seamless sensor-to-shooter connectivity. Engineering (DR-02/03/04) Serves an Air or Maritime Mission Integration Team (MIT) system of systems architecture design and senior development engineers or leads. Drives interconnectivity between represented PEOs and weapon systems. Captures as is and to be states driven by MIT stressing engagement scenarios. Engages the joint and coalition community to design and evaluate an architecture that will connect any sensor to any shooter irrespective of service or coalition. Identifies, assesses, and matures innovative and affordable concepts meeting current and future AF needs through multi-domain expertise, analytics, and modeling, simulation & analysis tool development. Operations Research Analyst (DR 02/03/04) Serves an Air or Maritime Mission Integration Team (MIT) system of systems operational analysts, leads, or senior developers. Analyzes interconnectivity between represented PEOs and weapon systems. Captures as is and to be states driven by MIT stressing engagement scenarios. Plans and manages budget and contract requirements to execute division portfolio in order to support the development of architectures, and operational experimentations and advanced prototyping activities to explore and validate future war-fighting concepts. Position duties for all openings include but are not limited to: Performs multidisciplinary work involving the application of science and/or engineering principles to plan, organize, direct and coordinate significant and complex capability development projects and/or processes. Applies expert knowledge and advanced scientific/engineering theories, principles, concepts, standards, and methods to ensure assigned projects/processes remain consistent with program objectives, costs, schedules, performance criteria, and existing policies. Demonstrates a mastery of, and skill in applying, innovative multi-disciplinary practices, techniques, and methodology to identify, analyze, and resolve issues; ensures resolutions are consistent with program objectives. Demonstrates creativity and foresight by identifying, preparing, and presenting reports and briefings on new concepts and technical directions impacting programs/projects, and defining future technology requirements. Collaborates, interacts, coordinates, and/or directly consults with AF, DoD, other government agencies, academic, and industry partners. Provides analytics to identify, assess, and mature innovative and affordable technology and concepts meeting future AF needs

  • Positions may be in the Acquisition Professional Development Program (APDP) requiring Level/Tier 2 (Practitioner) Non-Critical Certification in Engineering and Technical Management.
  • APDP experience requirement is 4 years in the applicable career field; and the selectee will have 60-months to meet APDP requirements or a waiver must be obtained.

  • Position is eligible for telework but the employee must live within the commuting area of Hanscom AFB.

Qualifications

This is an interdisciplinary position. Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled. OPM Qualification Standards can be found at: General Schedule Qualification Standards (opm.gov) Applicants must have at least one (1) year of specialized experience (SES) at the next lower grade level to qualify. For DR-02 consideration, SES must be at the DR-01 or GS-11 equivalent. For DR-03 consideration, SES must at the DR-02 or GS-13 equivalent. For DR-04 consideration, SES must be at the DR-03 or GS-14 equivalent. Examples of specialized experience include experience working in cross-organizational teams or programs, building diverse coalitions in support of program objectives, and/or supervising or leading multi-functional teams. An advanced academic degree in a science or engineering (S&E) discipline from an accredited institution is highly desired To be successful in this position, candidates will need experience in integrating different systems and integrating existing technology. Prior experience in integrating systems or technology will be highly desired. Past experience in systems to systems modeling and architecture would be highly desired. Past positions with exposure to PACAF or INDOPACOM theater or past collaboration with the National Reconnaissance Office should also be highlighted in a candidate's experience.
