This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serves as the expert on financial and supply systems interfaces.
Develops and promulgates financial and accounting policies, procedures, and systems requirements.
Provides professional managerial accounting advice and assistance to HQ SOUTHCOM and program managers.
Act as a HQ SOUTHCOM liaison with COCOMs, subordinate commands, HQDA, and DFAS to work accounting issues, and resolve inconsistencies in data recorded in the accounting systems.
Interprets DoD and HQDA financial management policy and provide guidance to HQ SOUTHCOM staff elements and subordinate command, to include developing and publishing Financial Management directives and procedures.
Performs as a Staff Accountant for both integration and funds control, responsible for providing comprehensive financial management/accounting advice and recommendations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position may require Travel away from duty station (TDY) up to 25% of the time.
- This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- SC441 - This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
- The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level:
- SC Execution Support Management (AOC)
Basic Level
- --1 year (Basic); 3 years (Intermediate); 5 years (Advanced); and
--Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
- Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.

EDUCATION
I have a bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.)
OR
I have a combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND
SPECIALIZED EXPERIENCE:
One year of specialized experience which includes: Demonstrating experience in the application of accepted accounting principles, practices, and procedures to provide accounting advice and resolve a variety of problems related to financial management systems; analyzing and reporting trends of performance measurements of the effectiveness and/or efficiency of operations; preparing a variety of financial reports to identify and resolve accounting problems; ensuring compliance and adherence to regulations, laws and policies within financial operations; using computer software programs that support financial systems such as General Fund Enterprise Business System (GFEBS) to consolidate data and answer inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
