The incumbent serves as the Associate Director for Flight Programs (ADFP) and reports directly to the Director, Planetary Science Division (PSD). Manages an annual budget; plans, directs, and evaluates spacecraft and/or instrument projects in formulation, development, or operations; and leads a team responsible for managing the Discovery, New Frontiers, and Solar System Exploration Programs and well as other assigned projects.
Duties
The Associate Director for Flight Programs Planetary Science Division:
Oversees the planning and coordination for Planetary Science Division (PSD) projects through every phase of the mission life cycle and collaborates with interagency and international partners in space mission development.
Guides and directs the Division's highly skilled Program Executive staff, ensuring programs and projects are well formulated, properly executed, and achieve technical requirements within budget and schedule. Ensures management of Planetary Science programs/projects adhere to National, Agency, and Directorate policies, guidelines, and processes.
Manages the Division's portfolio of flight missions for the Discovery, New Frontiers, and Solar System Exploration programs and other specific projects assigned to PSD. Plans, directs, and evaluates Division activities in developing new ways of doing business in the formulation and implementation of the Division programs.
Provides Division-level management and integration of mission systems (access to space, communications, frequency spectrum, etc.). Allocates and reprograms resources as required to meet approved objectives in accordance with delegated authority.
Participates with other NASA officials in the development of overall NASA planning, policy development and Planetary Science program integration activities. Maintains relationships with universities, the scientific community, industry, and other government agencies with respect to Planetary Science Division Program management activities.

Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.
To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. MANDATORY TECHNICAL QUALIFICATIONS:
MTQ - Demonstrated experience in program/project management for space flight missions in the formulation, development, or operations. This includes experience in managing large/diverse teams, formulating and implementing budgets, and maintaining relationships with internal/external stakeholders.
Education
This position has a positive education requirement.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
