This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Deputy Commandant for Operations (CG-DCO), Assistant Commandant for Prevention Policy, Director of Inspections & Compliance, Office of Port and Facility Compliance, Domestic Ports Division (CG-FAC-2), Washington, DC. This position may be filled through means other than the competitive promotion process.

Duties

As a Marine Transportation Specialist, you will serve as an expert adviser and consultant for to Coast Guard team members, field personnel, and senior officials, concerning the intent and application of Coast Guard maritime security regulations and standards.

Requirements

• Males born after 12/31/1959 must be registered for Selective Service.
• U.S. Citizenship is required.
• Time-in-grade requirements must be met by closing date.
• This position requires a Secret background investigation.
• A one-year probationary period may be required.

Qualifications

To qualify for the GS-14 level, applicants must have: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR At least one (1) year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to perform successfully the duties of this position and is typically in or related to this line of work. Specialized experience includes the following: Speaking at various venues (industry conferences, trainings, classrooms, meetings etc.) with large audiences related to maritime or facility security; ANDCommunicating formally orally and in writing (i.e. reports and briefings); ANDNegotiating and partnering with others (i.e. international officials, port officials); ANDEvaluating security compliance in the maritime industry. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
