You will serve as an Operator In The Loop (OITL) Engineering Lead in the Naval Air Warfare Center Aircraft Division, Digital, Analytics, infrastructure, and Technology Advancement (DAiTA) Group, Warfare Effectiveness Department, Warfare Analysis Division of NAVAIRWARCENAC DIV.
The position is that of VWC Technical Lead in support of a capabilities PMA.
Duties
You will provide expert knowledge of operations research/systems engineering concepts/practices across a wide range of duties in executing application of mission, systems of systems and system level engineering/analysis to resolve complex problems.
You will serve as technical consultant and subject matter expert to external and internal stakeholder personnel and executive level management concerning program areas.
You will use quantitative, analytical techniques, this includes the ability to think logically to determine the relevance and reliability of source material, reach conclusions, and report findings in a concise, coherent manner.
You will define, execute and report on results of Navy and Joint Mission Area constructive simulations at platform/system capability levels as a tool for gap analysis, capability design definition/refinement, and performance evaluation.
You will maintain technical and management acumen to inform engineering level design decisions, as well as executive level program and mission area decisions to achieve mission/weapon system capability needs.
You will maintain current and expert knowledge and understanding of software models required as well as assumptions, limitations, and constraints to achieve constructive analysis objectives.
You will maintain the ability to specify software and modeling capabilities, at the platform/system mission conduct and employment level to define simulation objectives.
You will maintain current and expert knowledge of principles and procedures in application of systems engineering analysis in virtual, constructive, and campaign level analytical environments to ensure the utmost accuracy of event outcomes.
You will inform leadership of Navy and Joint Mission Area capability analysis and investment tradeoffs.
You will work with other technical teams, program offices, contractor, and other agencies to address analytical issues.
You will support program office contracting activities such as Statement of Work and Estimate reviews.
You will develop presentations to contractor and program office leadership.
You will prepare and review technical reports and documents.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DP-4 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) ) Performing data-driven analysis for system-of-systems modeling and simulation environments;
2) Interpreting analytical results, using statistics and probability methods, in support of communicating with stakeholders;
3) Interpreting customer analytic demands, identify the preferred approach, develop a plan and lead multiple teams in executing analysis;
4) Coordinating technical system-of-systems integration across varied stakeholders.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
