About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command 93rd Signal Brigade, NETCOM located at Fort Eisenhower, Georgia.

Duties

Serves as Branch Chief over the Hosting/Hoteling Branch, Enterprise Systems Division (ESD),Regional Network Enterprise Center (RNEC). Performs and oversees daily operations for the Tier III desktop, systems, and customer support for information technology (IT) systems and users on the installation. Analyzes, manages, and performs work necessary to address customer IT needs, maintain applications and systems, and ensure security concerns and command directives are complied with. Manages and delivers network-based services across the network to the end-users. Responsible for the technical and administrative supervision of Tier III technicians. Responsible for managing the day-to-day operations to ensure specific customer needs are met in a timely manner and according to service-level agreements. Ensures ITIL (Information Technology Infrastructure Library) standards are implemented and adhered to. Ensures technicians operate within approved procedures and that systems are operated and maintained in accordance with (IAW) all applicable Command, Dept. of the Army (DA), and Dept. of Defense (DOD) security directives and procedures. Writes, revises, and implements various policies and procedures to provide quality service to customers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Required to obtain and retain a Top-Secret clearance based on a Special Background Investigation (SBI) with Special Compartmented Information (SCI) access.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs may be warranted.
  • This position may be subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is designated as an adverse weather position. The incumbent may be required toremain on duty or report for duty during severe weather or other installation closings.
  • May be required to work overtime and other than normal duty hours (e.g., evenings, weekends,holidays, call-back, emergency shift work).
  • May be required to work shift work if the organization moves to a 24/7 operation.
  • May be issued and held accountable for one or more of the following: cellular phone, technical equipment, and/or government travel card to conduct official business.
  • Employee may be required to use cellular telephone and maintain a working telephone at all times.
  • This position requires incumbent to maintain a valid driver's license.
  • Temporary duty (TDY) business travel is required approximately 25 percent of the time.
  • Subject to completion of a supervisory probation period, unless previously completed.
  • Nondisclosure Agreement: This position requires access to classified information. Will be required to complete a Standard Form (SF) 312, Classified Information Non-disclosure Agreement (NDA).
  • This position requires a physical examination requiring incumbent to lift up to 50 pounds.
  • Position requires incumbent to maintain the Computing Environment (CE) certification of Microsoft Windows 10 and/or Server 2016 Certification.
  • This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
  • Incumbent must sign a Privileged-level Access Agreement (PAA).
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Coordinating the installation of hardware and software systems, supporting a virtual infrastructure; Advising technical specialists and Systems Administrator on the development and testing of automation networks and a wide variety of associated support systems; Providing timely implementation of new information systems and/or enhancements to existing systems; And conducting system testing and preventative maintenance, ensuring compliance with the organizations process. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
