About the Position: As a Contract Specialist for the Portland District you will support Contracting Division's mission to provide acquisition services of the highest quality to our customers on a timely basis, while maintaining the public's trust and fulfilling public policy objectives. As an integral member of project delivery teams, we serve as the catalyst in advancing effective acquisition planning, strategies, and innovative practices.

Duties

Perform pre-award procurement functions, which are not well defined or precedented. Ensure appropriate funding and required waivers, certifications, justifications, approvals and compliances have been obtained for purchase requests. Select contract types, method of solicitation, options, milestones, and sources to be solicited. Develop and issue solicitations with appropriate clauses and with well-defined statements of work and award factors. Evaluate responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation, and responsibility of successful offerors. Negotiate price, terms, and conditions, and prepares price negotiation memoranda. Prepare recommendations for awards and prepares award documentation, including delineation of responsibilities for contractors. Serve as point of contact for assigned procurements. Prepare responses to Agency/GAO protests and congressional inquiries. Administer contracts, which are neither well defined or precedented. Monitor contractors' performance for compliance with terms and conditions of contracts. Issue delivery orders as provided in contracts. Determine extent to which sub-contracting plans comply with regulatory guidelines. Monitor sub-contracting for compliance with plans. Prepare consent to sub-contract. Request and evaluates proposals; perform cost and price analyses; and negotiate proposals, prepare modifications, and document actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. You are required to meet Acquisition Back to Basics requirements certification within 36 months of entrance on duty.

Department of Defense Individual Occupational Requirements: Individual Occupational Requirement: Degree: Bachelor's degree (or higher degree) in any field, from an accredited educational institution ) ORExemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualified applicants at the GS-12 level must describe in their resume a year or more of specialized contracting experience equivalent to the GS-11 level in federal service with pre and post award contracting duties for supply and service; or construction; or Architectural/Engineering work. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
