This position is located within the Corporate & Infrastructure (NSSF), Strategic Delivery & Oversight (NSSS), or the Energy Infrastructure Delivery (NSSV) in the Contracts & Strategic Sourcing (NSS) organization in Supply Chain Services (NS), Chief Administrative Office (N), Bonneville Power Administration (BPA). A successful candidate will serve as a Supervisory Contract Specialist and reports directly to the Director of the Contracts & Strategic Sourcing (NSS) organization

Duties

As a Supervisory Contract Specialist, you will: Be responsible for assisting in the execution of the NSS operational mission through acquisition support and in the absence of the Director serves as a communication conduit between the Chief Supply Chain Officer, BPA facilities, Regional staff, Executive and Management Staff, and the Head of Contracting Agency. Manage and administer procurement and contracting for large, complex procurements in a major agency component. Plans, formulates, implements, and evaluates use of contracted products and services to accomplish program mission requirements. Directs the full range of contract administration actions. Oversee the development of complex contractual pricing arrangements and incentives, such as total supply chain costs requiring the use of sophisticated cost and pricing techniques to ensure true total cost is captured relative to comparative analysis. Oversee complex market analysis, such as major global commodity market analysis for items such as steel and transformers to leverage market conditions in the development, and ongoing refinement, of sourcing strategies and cost/price analysis. Support development and execution of customer satisfaction surveys to ensure continuous improvements within the acquisition organization. Serve as a point of contact with the vendor community and provides ongoing supervision of acquisition activities within their respective tier 4 organizations. Participate in the assessment and formulation of BPA acquisition policies and procedures. Provides feedback on proposed legislation affecting acquisition; recommend BPA policies that enhance and support effective acquisition operations, supply chain management, and facilitate BPA initiatives. Identify long-range trends and resolve problems not resolved by accepted methods in the private sector.

  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • The Supervisory Contract Specialist will retain a Level 3 Contracting Certification (BPAC, FAC-C) within one year of placement in the position.
  • This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work.
  • Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications

BASIC REQUIREMENTS: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: 1) serving as a technical expert providing authoritative guidance on procurement regulations, contracting principles, and contract strategies for complex services; 2) leading the coordination of activities controlling a variety of contractual actions in an organization; and 3) leading the design, implementation, and evaluation of new approaches to improve efficiency in acquisitions and cost management. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP candidates: To receive selection priority for this position, you must: 1) meet the eligibility criteria; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
