The primary purpose of this position is to serve in a developmental position with known promotion potential to the target position of Management Analyst, GS-0343-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

Function as liaison between Group and appropriate organizations locally on all aspects of manpower/personnel. Provide management support services in the areas of workload and organizational management. Monitor and track civilian manpower and personnel actions affecting the Group. Participate in meetings and conferences or serves on panels or committees. Work to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, . Due to the use of 120-day rosters, Administrative and Management Positions this period of experience may be completed within 120 days of the closing date of this announcement. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include providing support on all personnel issue, providing staff analysis, evaluation, and making recommendations involving a broad range of managerial situations concerning the Group and Squadrons manpower and personnel issues. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. OR EDUCATION: 1 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-07 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include providing support on all personnel issues, providing staff analysis, evaluation, and making recommendations involving a broad range of managerial situations concerning the Group and Squadrons manpower and personnel issues. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. OR EDUCATION: Applicants must possess or have Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher level graduate education in a directly related field of study leading to such a degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles, concepts, and practices of management analysis. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to plan, organize work, and consult effectively with co-workers. 4. Ability to apply lean, safety, security, health principles, practices, procedures, understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The purpose of the contacts is to provide advice to managers on noncontroversial organization or program related issues or concerns. Contacts typically involve such manners as identification of decision-making alternatives; or recommendations for resolving administrative problems. Work Environment: The work is performed in a heated, ventilated, air conditioned, and well-lighted office setting.
